The Lahnstein municipal administration operates the Lahnstein-Braubach central wastewater treatment plant with a design capacity of 45,000 population equivalents (PE) and an average utilization of approximately 20,000 PE in 2022. In recent years, numerous measures have been implemented in the mechanical and biological treatment stages, intended to improve treatment performance and optimize energy use. The City of Lahnstein, Wastewater Disposal Utilities, now also intends to optimize the plant components relating to sludge treatment and sewage gas utilization, the provision of energy for electricity and heat, and the operations building. In 2023, a feasibility study on upgrading and optimizing sludge treatment at the Lahnstein/Braubach wastewater treatment plant was prepared by the Enno Leonhard engineering firm. The feasibility study and the presentation on sludge treatment dated 27.03.2025 form part of the procurement documents and the basis of the invitation to tender. No claim is made as to their completeness and accuracy; the results of the feasibility study must be reviewed and evaluated during preparation of the tender and during subsequent contract performance. Further variants for the individual structures/plants are to be investigated. Heating with liquefied petroleum gas, as indicated in the feasibility study, is not envisaged by the municipal administration. The estimated chargeable costs (net) are: Mechanical sludge thickening, KG 400, system group 7: EUR 220,000.00; New CHP unit, KG 400, system groups 2 and 4: EUR 250,000.00; New heating system with (liquefied petroleum) gas, KG 400, system groups 2 and 4: EUR 180,000.00; Sludge discharge, KG 400, system group 7: EUR 50,000.00; New construction of primary and secondary thickeners, KG 300: EUR 750,000.00; Digester refurbishment, KG 300: EUR 225,000.00; KG 400, system group 7: EUR 225,000.00; New sewage gas flare, KG 400, system group 7: EUR 40,000.00. The invitation to tender is divided into lots as follows: Lot 1: Project planning services for engineering structures and planning services for mechanical equipment / I&C technology / electrical engineering. The scope of work includes project planning services for engineering structures in accordance with § 41 No. 2 HOAI as well as technical equipment in the form of mechanical equipment and electrical and I&C technology equipment in accordance with § 53 HOAI. Lot 2: Service profile for structural engineering. The scope of work includes structural engineering in accordance with § 49 HOAI. This service will be put out to tender at a later date. A phased commissioning is envisaged. Initially, service phases 1–4, i.e. through approval planning, are to be commissioned. In a second stage, service phases 5–9 or service phases 5–6 are to be commissioned. There is no legal entitlement to commissioning beyond service stage 1. Regarding the timetable for implementing the planning project: Planning services are scheduled to begin in July 2026. Construction implementation of the measure is scheduled for 2027.
