The City of Mayen is planning a replacement new-build sports hall with cafeteria and additional classrooms on the grounds of St. Veit Elementary School in Mayen. The new building is planned as a multi-story building using timber-frame construction or solid-timber construction. A combined use comprising sports, cafeteria, and school areas is planned. The ground floor contains a single-court sports hall and a cafeteria, including the required ancillary, storage, technical, and functional rooms. Both the sports hall and the cafeteria are planned as larger usable areas with as few columns as possible and impose special requirements on the technical building equipment and on the coordination of the technical systems within the building structure. A gymnastics room with the associated ancillary rooms is planned on the 1st upper floor. Classrooms and other school-use areas will be arranged on the 2nd upper floor or set-back floor. The roof areas are planned as a flat-roof construction with a green roof. The installation of a photovoltaic system is also planned. The resulting TGA-relevant requirements and interfaces are described in greater detail in Section 2.2 of the procurement documents (document "LV TGA". Due to the different areas of use, there are special requirements for the technical building equipment. This applies in particular to: - heat supply and heat distribution, - ventilation and air-conditioning technology, - drinking-water and wastewater technology, - electrical power supply, - lighting design, - safety and communications technology, - building automation, - elevator systems, - use-specific systems for cafeteria, sports, and school operations. The planning must appropriately take into account the differing requirements of the respective areas of use with regard to comfort, operational safety, energy efficiency, sound insulation, maintenance, and cost-effectiveness. The special requirements imposed by timber-frame or solid-timber construction on TGA planning, particularly with regard to coordination, penetration planning, prefabrication, and installation, are described in greater detail in Section 2.1 of the procurement documents (document "LV TGA". The subject of this invitation to tender is exclusively the technical building equipment (TGA) services for the planned replacement new-build sports hall with cafeteria and classrooms on the grounds of St. Veit Elementary School in Mayen. The services to be awarded comprise specialist planning for technical equipment pursuant to §§ 53 et seq. HOAI in service phases 1 to 9 for system groups 1 to 8. The services comprise in particular: • Service phase 1 – Basic evaluation • Service phase 2 – Preliminary planning • Service phase 3 – Design planning • Service phase 4 – Approval planning • Service phase 5 – Execution planning • Service phase 6 – Preparation of the award procedure • Service phase 7 – Participation in the award procedure • Service phase 8 – Site supervision (construction supervision) • Service phase 9 – Site management and documentation The services must be provided taking into account the special requirements of multi-story timber-constructed school and sports-hall buildings as well as the interfaces with building design, structural planning, energy consulting, fire-protection planning, and sound-insulation planning. The engineering services will be awarded within the framework of a Europe-wide negotiated procedure with a preceding call for competition in accordance with the applicable public procurement provisions. The structural planning services will be awarded in a separate procurement procedure and are not part of this invitation to tender. Procedure: neg-w-call.
