As a University of Excellence with around 44,000 students, Universität Hamburg (UHH) is not only one of Germany’s largest and most research-intensive universities—it is, above all, a modern knowledge organization and a place of research, teaching, and education. Today, this knowledge is primarily maintained in the form of digital information and processed and communicated with the aid of digital tools. However, digitalization goes far beyond the digital representation of information and its processing using digital methods: in terms of the synergistic interaction of analog and digital, digitality has long been an integral part of the reality of studying, researching, teaching, learning, living, and working at UHH. UHH’s corresponding digital strategy serves as a university-wide framework for a considered approach to the opportunities and challenges of digital transformation and for the successful implementation of digitalization initiatives and projects. The “Support from a Managed Security Service Provider (MSSP)” project aims to cover the security requirements of UHH’s existing IT through a suitable service provider where these requirements cannot be met by internal capacities. The subject of this procurement is the establishment and operation, funded by the BWFG, of a Security Operations Center located at UHH for: ▪ Universität Hamburg (UHH) ▪ Hamburg University of Applied Sciences (HAW) ▪ Hamburg University of Technology (TUHH) ▪ HafenCity University Hamburg (HCU) ▪ University of Fine Arts Hamburg (HfBK) ▪ University of Music and Theatre Hamburg (HfMT). The tender essentially comprises services in the following areas: ▪ Computer Emergency Response Team (CERT) services ▪ Threat Intelligence ▪ Security Operations Center (SOC) ▪ Automation of responses to security incidents ▪ Incident Response (IR) ▪ Operation of a Security Information and Event Management (SIEM) system ▪ Vulnerability scans and Vulnerability Management Overarching objectives: ▪ Ensuring holistic operation, monitoring, and continuous improvement of information security and proactively increasing the security level at Hamburg’s higher education institutions ▪ Early detection, assessment, and appropriate handling of security incidents ▪ Sustainable reduction of risks to UHH’s IT systems, data, and business processes Procedure: neg-w-call.
