The project "Skilled Workers Fund Global Project Partnerships for Development-Oriented Training and Labor Migration" fundamentally aims to establish partnerships between economic actors in Germany and in selected cooperation countries, within which innovative models for development-oriented training and labor migration are to be designed and tested. This invitation to tender serves to implement the BMZ concept paper "WE-Fair Skilled Workers Alliance of Business and Development Policy". The objective is to create, through cooperation between Germany's organized business community and economic actors in the partner countries, sustainable institutional and regulatory structures for the qualification and mobility of skilled workers and trainees in the partner countries, as well as to ensure fair, ethical and regulated recruitment of skilled workers for the German labor market. Under the present contract, the contractor is to design, implement and evaluate one partnership project on training and labor migration in each of three partner countries yet to be determined, building on existing vocational training partnerships and with the active inclusion and participation of economic actors (chambers, district craftsmen's associations, associations, etc. and their institutions, as well as companies affiliated with them). In particular, the contractor is to ensure that the aforementioned German economic actors make significant contributions of their own in terms of personnel, expertise and financing. In addition to the design and establishment of the partnership projects (WP 1) and their formalization (WP 2), the work packages to be performed include, in particular, capacity building and the institutional development of partner institutions (especially vocational training providers) in the cooperation countries, preparatory qualification, selection and accompanying integration of skilled workers and trainees (WP 3), as well as the processing and sustainable institutionalization of the experience gained in the partner countries (WP 4).
