The City of Hamm (contracting authority) is tendering the framework agreement for the performance of public-order authority burials in the Hamm city area in an open procedure. The contractor provides transfer and funeral services for persons who have died within the territory of the City of Hamm. The City of Hamm acts as the local public-order authority pursuant to Section 8(1) of the North Rhine-Westphalia Funeral Act and is obliged, as part of averting danger, to arrange burials for persons who have died within the territory of the City of Hamm—provided that the relatives legally obliged to arrange the burial do not exist, cannot be reached, or do not fulfil their obligation in due time. To perform this statutory duty, the City of Hamm commissions a contractor who provides the necessary transfer and funeral services appropriately, with dignity, and at the same time economically.
