Delivery, construction and commissioning of a biomethane injection plant: turnkey construction of a biomethane injection plant for injecting up to 1,000 Nm³/h of biomethane into a local distribution network (MOP4, operating pressure 2.2–2.7 bar gauge) in 88459 Tannheim, Baden-Württemberg (delivery and final assembly by August 2027). An association of several farmers is currently planning the construction of a biogas upgrading plant (BGAA) to upgrade biogas from five biogas plants (BGA) currently in operation and inject the biomethane into the local distribution network of the city of Memmingen. The biogas plants will be connected to one another via a new micro gas network to be constructed and will supply biogas to a central location. A dedicated project company was established for this purpose. Stadtwerke Memmingen is the network operator of the injection point for the biomethane volumes. The biomethane injection plant requested here and required for injection will be constructed at the site of the biogas upgrading plant. Stadtwerke Memmingen, as a public entity and municipal undertaking of the city of Memmingen, is tendering the delivery and construction of the Tannheim biomethane injection plant throughout Europe. The following are hereby requested: Delivery, construction and commissioning of the Tannheim biomethane injection plant (BGEA): Turnkey construction of a biomethane injection plant for injecting up to 1,000 Nm³/h of biomethane into a local distribution network (MOP4, operating pressure 2.2–2.7 bar gauge). The plant will be constructed in Tannheim, Baden-Württemberg. The tenderer is hereby requested to submit a free and binding tender for the plant described below. The award of this tender is subject to the implementation of the “Biogas upgrading plant of Biomethan Illertal GmbH & Co. KG” project. Planning certainty is expected by September 2026 at the latest. On the basis of this Functional Performance Specification, the tenderer must offer the biomethane injection plant as a complete, turnkey, ready-for-operation unit built in accordance with the state of the art, including all services for planning, procurement, construction, assembly, commissioning and operator training. The biomethane injection plant must meet the following minimum requirements: Rated capacity BGEA: 100–1,000 Nm³/h biomethane Continuously variable control from 0–100% Inlet pressure: 3.2–3.7 bar gauge (PN10 / MOP6) Outlet pressure: 2.2–2.7 bar gauge (PN5 / MOP4) Plant availability ≥ 96% The BGEA is to be planned, delivered and constructed on a turnkey basis in a container, using a largely factory-prefabricated design. The main process components of the requested biomethane injection plant are: - Station inlet with filter and analysis points for monitoring gas quality - Off-spec gas diverter - Electric quick-closing gate valve - Metering section compliant with weights and measures law for gas volume measurements - Backflow prevention devices - Control section - Odorization - Calorific value measurement compliant with weights and measures law (PGC) - Operational gas-quality measurement - Operational moisture measurement - Plant outlet - Electrical, instrumentation and control technology, control system, visualization, signal decoupling - Safety technology - Container incl. building services. This Functional Performance Specification is being requested as part of a Europe-wide tender procedure. The provisions of VOL/B (see Annex 3a), together with the supplements and the provisions in this Functional Performance Specification, will be used as the contractual framework. Commissioning of the biomethane injection plant is to begin from Q4/2027. The biomethane injection plant will be commissioned and operated by the local gas network operator, Stadtwerke Memmingen. The biomethane will be injected into an MOP4 gas network operated at an operating pressure of 2.2–2.7 bar gauge. The biomethane injection plant is to inject the biomethane into the gas network without calorific value adjustment (conditioning) and provide the metrological prerequisites for establishing a separate calorific value district for this purpose. The billing calorific value for consumers affected by the biomethane injection will be determined by a calorific value tracking system.
