Framework agreement for medical services in connection with return measures The scope of services for the above-mentioned Lot 1 mainly concerns assessing fitness to travel where a person required to leave the country claims inability to travel, by means of a qualified medical certificate pursuant to Section 60a(2c) AufenthG. As part of the medical examination, the assessment of the physician is decisive as to whether the claimed inability to travel is valid and under what conditions it can be remedied. In justified cases, medical accompaniment to the airport, to Germany's external borders and, where applicable, as far as the home country of the foreign national required to leave the country is necessary - approx. 150 cases per year (estimate - no binding call-off quantity). Returns by sea are also subject to this requirement. Accompaniment throughout the entire return measure up to the (successful) completion of the measure is required if necessary / under certain circumstances. In this context, at the beginning of the measure, all persons concerned must be examined with regard to vital signs and a so-called Fit-To-Fly (certificate of fitness for air travel) must be issued. In cases of custody or detention under immigration law, a medical examination is necessary. The purpose of this measure is to document the examination results in writing and issue a certificate of fitness for detention. Procedure: open.
