Opportunity description
The City of Cloppenburg, municipal wastewater treatment plant, intends to procure a mobile emergency power system with a continuous electrical output of at least 630 kVA in PRP operation in accordance with ISO 8528. The complete system must be supplied fully mounted on a road-approved tandem chassis and designed for temporary off-grid operation as well as for island and grid-parallel operation, including automatic resynchronization. The contract includes provision in ready-to-operate condition, testing, approval documents, documentation, transport, instruction and all ancillary services required for safe operation. The procurement procedure is being conducted as an open procedure in accordance with VgV. Any interested company may submit a tender. Tenders must be submitted and communication must take place exclusively electronically via the procurement platform. No negotiations concerning tenders or prices will take place. Only tenders that meet all minimum requirements will be included in the award evaluation. The evaluation will be based on the published award criteria, the evaluation matrix and the binding information in the Technical Tender Booklet. Delivery of a fully functional, ready-to-operate, tested and road-approved mobile emergency power system with at least 630 kVA continuous electrical output in PRP operation, 400/230 V, 50 Hz and cos phi 0.8. The system includes, in particular, a liquid-cooled Stage V EU emission standard diesel engine with at least 500 kW mechanical output, a brushless synchronous generator, a weatherproof and sound-insulated enclosure, a road-approved tandem chassis, a control system for automatic emergency power, island and grid-parallel operation with automatic resynchronization, a cable reel system with cable systems, earthing and equipotential bonding equipment, automatic fuel replenishment, lighting and accessories. The integrated diesel tank must have a geometric volume of at least 990 l and enable an operating time of at least ten hours at 75% of the rated PRP output. The sound pressure level must not exceed 68 dB(A) at a distance of 7 m at 75% rated PRP output. The scope of services also includes fuel, lubricants and operating fluids for handover, transport, factory functional and load testing, commissioning support, formal acceptance, complete German-language documentation and instruction of operating personnel.
