The subject of this invitation to tender is to commission an economic operator to undertake the "Preparation of an Interdisciplinary Expert Report to Lay the Foundations for a Reformed Financing System for Child Daycare Facilities in North Rhine-Westphalia." With this invitation to tender, the MKJFGFI aims to obtain a comprehensive, scientifically sound expert report that develops a conceptual basis for a fundamentally new child-related, factor-based financing system. In particular, the expert report is intended to place the idea outlined in Annex 1, as a basis for the further development of the system, on viable empirical, legal and financial-economic foundations and to critically examine this idea from an interdisciplinary perspective. Details regarding the scope of the contract and the required services are set out in the service description together with Annex 1. The contract must be completed in its entirety no later than 30.11.2027. Compliance with the performance deadlines is of paramount importance to the contracting authority in view of the statutory provision of Section 55(7) KiBiz (new version, valid from 01.08.2027).
