From 1 January 2027, the federal states are required to ensure a network of sufficient, low-threshold, professional protection and counselling services tailored to needs and distributed appropriately geographically (§ 5 GewHG). From 1 January 2032, women affected by violence are entitled to free protection and professional counselling (§ 3 GewHG). The federal states are also required to conduct baseline analyses and development planning (§ 8 GewHG). In this context, the Lower Saxony Ministry for Social Affairs, Labour, Health and Equality intends to commission a scientific study. This consists of a baseline analysis (the current status of counselling and protection services in the field of violence support) and needs planning, followed by development planning based on these findings.
