Opportunity description

An industry dialogue and a market investigation has / have shown that no high-performance gigabit infrastructure offering corresponding telecommunications services is currently available throughout the local authority area in accordance with the objectives of the Gigabit Framework Regulation 2.0 and will not be available in the next few years. The local authority has therefore applied for funding for comprehensive gigabit expansion under the profitability gap model within the framework of the Guideline "Funding to Support the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany - Federal Gigabit Guideline 2.0 (Gigabit-RL 2.0)" of 31 March 2023, as amended on 13.01.2025 ("Gigabit Guideline 2.0"), and has received the decision on the final amount of the grant. The funding provided under this funding program in the profitability gap model (hereinafter: funds) is to be passed on by local authorities to telecommunications companies within the meaning of EU State aid law as investment cost aid for the construction and operation of gigabit networks. The Municipality of Gebsattel (hereinafter: concession grantor) is conducting an open, transparent, economical and non-discriminatory selection procedure, based on funding-law requirements pursuant to the above-mentioned guideline and framework regulation, to select a network operator capable of implementing the construction and operation of a gigabit network with a public subsidy.
