Opportunity description

The subject matter of the contract is operational IT consulting services; these include in particular consulting, assessment, investigation and support in the conceptual design of the following thematic areas: • Automation in the Federal Employment Agency • Human Friendly Automation in the Federal Employment Agency • Enabling the organization in relation to automation topics • The BA's IT in the Hybrid Multicloud • Reorganization • Agile collaboration • HR digitalization and transformation of HR IT systems and processes The subject matter of the procurement is a contingent of consulting support, without any purchase obligation, within the framework of projects and line activities with an IT connection. The operational consulting services to be provided are intended to support the ability to respond quickly and effectively to short-term IT-related requirements arising from new or changed business processes. Strategic consulting services are not to be provided under this contract. However, strategic consulting services may form the basis for the operational consulting services to be provided here. The subject matter of the contract includes in particular consulting, assessment, investigation and support in the conceptual design of the following thematic areas: 1. The BA's IT in the Hybrid Multicloud 5. Reorganization 6. Agile collaboration 7. HR digitalization and transformation of HR IT systems and processes The consulting service is divided into the thematic areas of HR transformation, automation and cloud. In this context, the HR transformation consultant is primarily responsible for thematic areas 5, 6 and 7, the automation consultant primarily for thematic areas 1, 2 and 3, and the cloud consultant primarily for thematic area 4. The objective of the invitation to tender is a framework contract with the three most economically advantageous tenderers. The three tenderers with the best performance/price ratio will be awarded the contract. The contract term begins upon award of the contract. The performance period likewise begins upon award of the contract, but no earlier than 08.12.2026, and ends after 36 calendar months, simultaneously with the contract term, without requiring termination. The estimated call-off quantity over the entire performance period amounts to approximately 39,000 person-hours (PS), equivalent to 3,900 person-days (PT). One PT corresponds to 10 PS. Depending on technical requirements and budgetary circumstances, the estimated call-off quantity may be exceeded or not reached and may fluctuate over the course of the year. The BA has no call-off obligation. Billing is based on actual expenditure. The maximum quantity for this procurement amounts to 4680 PT. This value constitutes the upper limit under public procurement law for use of the framework agreement and has no connection with estimated quantities used by the BA or budgetary funds planned by the BA.
