Opportunity description

The subject of the procurement is a contract for the following service: Framework Agreement RV SAP BAIS ORRP (Lot 2) As the development bank for North Rhine-Westphalia, NRW.BANK (hereinafter also: the contracting authority) supports the state in its structural and economic policy tasks. In doing so, it acts under a public mandate, in a competitively neutral manner, and deploys the entire spectrum of promotional banking products—from traditional loans to tailored consulting. Its three areas of promotion are "Economy", "Housing" and "Infrastructure/Municipalities". Unlike commercial banks, NRW.BANK's customers are primarily principal banks and other funding intermediaries. In this context, NRW.BANK strictly observes the prohibition of discrimination in relation to other credit institutions. Its cooperation with cooperative and private banks as well as savings banks follows—in a competitively neutral manner—the principal bank procedure. NRW.BANK's business focuses on the range of promotional areas defined by Understanding II. Competitive business (such as commercial real estate financing and the new issuance of mortgage Pfandbriefe) was no longer pursued even by Landesbank NRW, NRW.BANK's predecessor institution. To fulfill its mandate, NRW.BANK operates in the following areas: - Safeguarding and improving the economy's SME structure, particularly financing for business start-ups and consolidation, - state-subsidized social housing promotion, - provision of venture capital, - structural development of cities and municipalities, - infrastructure measures, - measures in agriculture and forestry and in rural areas, - environmental protection, technology and innovation measures, - measures of a social, cultural and scientific nature. Against this background, the subject of the services is a framework agreement for consulting and supporting NRW.BANK in the area of msgGillardon (BAIS and ORRP). Individual contracts under the framework agreement will be awarded on the vergabe.NRW procurement platform on the basis of mini-competitions between the contracting partners to the framework agreement. The framework agreement is to be concluded with 2 framework contract partners (Lot 2). The framework agreement has a term of three years and may be extended by one year. The maximum call-off is 5,200 person-days (Lot 1) and 800 person-days (Lot 2), respectively. The minimum purchase across all framework contract partners is 200 person-days (Lot 1) and 25 person-days (Lot 2), respectively. Procedure: open.
