Project background Operational planning in the German transmission grid has become significantly more complex due to increasing requirements, new regulatory provisions (e.g. Redispatch 2.0, EU regulations) and growing interdependence with other transmission system operators. To date, many tasks have been handled using manual tools, resulting in a high susceptibility to errors, a lack of transparency and limited scalability. Objective of the procurement The subject of the procurement is the design, implementation and operation of an IT solution, “Operational Planning Control System (OPCS)”, which: automates routine data-processing tasks (e.g. transmission, format conversion), monitors cross-system business processes, supports manual steps (e.g. reminders, fallback in the event of missing data), provides reports for internal purposes and regulatory requirements. The solution is classified as business-critical (mission critical) and must meet high to very high requirements for IT security, data protection and availability. Scope of services Development and implementation of a modular, scalable platform for capacity and congestion management. Integration into existing system landscapes (internal and external interfaces). Provision of monitoring functions for processes, data flows and surrounding systems. User and rights management, configuration management, template control. Not part of the procurement: optimization of surrounding systems organizational process changes infrastructure provision User groups Shift employees: Operational grid planning, congestion management. Back office: Master data maintenance, configuration, template management. Technical and organizational requirements High IT security and availability (24/7). Compliance with regulatory provisions and internal compliance requirements. Future-proof architecture (expandable, capable of integration). Support for Business Continuity Management.
