Opportunity description

Structural design planning services – in accordance with HOAI 2021, Part 4, Section 1, § 51. The Ulm Chamber of Crafts intends to comprehensively modernize the Ulm Education Academy at Köllestraße 55, 89077 Ulm. The measure comprises partial demolition, modernization, and new-build elements within the existing structure. A funding application is to be submitted for the project. Basic eligibility for funding has been confirmed by the Federal Office for Economic Affairs and Export Control (BAFA) and the State of Baden-Württemberg. The basis for further planning and implementation is the project outline prepared by the Wolf architectural firm, Heidenheim, which was awarded the contract for building design planning as part of a Europe-wide procurement procedure (VgV). The subject of this procurement procedure is structural design services in accordance with § 51 HOAI 2021. The basic services of service phases 2 to 6 in accordance with HOAI and, where applicable, Special Services will be commissioned. The commissioning will take place in stages, initially up to and including service phase 3; further service phases will be assigned optionally and depending on the funding approval and project progress. As part of the planning, the requirements of the funding providers must be comprehensively taken into account, particularly with regard to energy efficiency, sustainable building concepts, and the use of renewable energies. These include, among other things, integrated energy concepts, optimization of system efficiency, and the use of modern building automation. The contractor must clearly distinguish between eligible and non-eligible measures and present them transparently. Experience in handling funding is therefore an essential selection criterion. Planning will be carried out in close coordination with the building design planning and the other specialist planning disciplines, particularly Technical Equipment (HLS and ELT). Special requirements arise from planning within the existing structure, integration into existing load-bearing structures, and phased implementation during ongoing operations. The project schedule (see also Chapter 1.7) is as follows: • Start of planning: June 2026 • Completion of preliminary planning (LPH 2): October 2026 • Completion of design planning (LPH 3): June 2027 • Funding application based on cost calculation (DIN 276) • Grant approval notice: expected at the end of 2027 • Start of construction: end of 2028 • Completion: 2032/2033 The objective of the project is to create a future-ready education location for vocational training and continuing education in the skilled trades.
