Procurement of a complete Identity & Access Management (IAM) system, including integration into the existing system environment of the Lower Saxony Police. - 5-year framework contract - IAM standard software incl. software licenses and software maintenance (with manufacturer support) It is intended to conclude a multi-year framework contract (framework agreement between the State of Lower Saxony, represented by the Lower Saxony Central Police Directorate (ZPD NI), and a company with an initial term of five years, which may optionally be extended unilaterally by the contracting authority up to twice by twelve months each; the maximum duration of seven years will therefore not be exceeded. The contractor's services for the contracting authority are to be called off under the framework contract. The future contractor is responsible as the general contractor (GU) for the complete delivery of the software and support. In addition, if commissioned, it is responsible for the optionally callable support service as part of the implementation and for the optionally callable operational support of the IAM system, including the respective necessary project management. To ensure economical and resource-efficient operation by the contracting authority, a one-tool strategy is being pursued in the area of Identity and Access Management (IAM). This strategy also aims to consolidate all essential IAM functions (e.g. workflow engine, rule engine, IdP, central repository) within a single platform. The one-tool strategy is also intended to reduce integration effort and complexity while improving security and transparency. It should be possible to procure the following key components under the framework contract to be concluded: - IAM standard software including software licenses and software maintenance: The contractor supplies on-premise IAM standard software. It is envisaged that the IAM standard software can be operated on-premise for at least the entire term of the framework agreement. In addition, the contractor provides the contracting authority with the required software licenses and offers manufacturer support as part of the software maintenance. Procedure: neg-w-call.
