“Schaddel” is KVG’s on-demand transport service, or on-demand service (ODS), for nighttime transport. The “Schaddel” on-demand transport service is an already established, digital and fully electric public transport service provided by KVG in the city of Kassel, operated as a completely timetable-free and flexible service with its own fare and special conditions of carriage. At night, “Schaddel” is used as a supplement to and to close gaps in conventional public transport in the urban area and operates from 22:00 until no later than 06:00. The specified minimum operating hours are daily from 22:00 to 05:00, with variations for Saturday and Sunday: on Saturday mornings, operating hours extend until 05:30, and on Sunday mornings, operating hours extend until 06:00. Transportation with “Schaddel” takes place between specific, designated boarding and alighting points (virtual stops) within a defined service area (the urban area of Kassel) and during specified operating hours. There is no fixed route, and booking is made in advance, primarily via an app. Telephone booking is also possible if needed and following prior registration. “Schaddel” is used throughout the entire urban area. Geographic concentrations of use are found particularly in trips to and from the city center. On weekends and between 22:00 and approximately 03:00, the service is used primarily for leisure travel by various user groups (including in connection with cultural events). In the early morning hours, “Schaddel” is used predominantly for commuter travel to workplaces and as a feeder service to and from the city’s railway stations. The contracting authority provides a total of 14 fully electric vehicles for the on-demand transport service, in the form of minibuses with seven usable passenger seats each (Mercedes-Benz eVito). Two of these fourteen vehicles, equipped with a wheelchair ramp, are kept available to provide barrier-free access. Due to the available wheelchair space, these vehicles each have five passenger seats instead. In addition, KVG provides the traction electricity as well as the necessary parking spaces and charging infrastructure. The contractor is responsible for the transport operations themselves and for providing the associated software for, among other things, dispatching and ridepooling, including a passenger app and driver app. The maximum number of driver hours or productive vehicle operating hours required to provide the on-demand transport services for 2027 is 16,200 hours and must not be exceeded.
