In this case, the item is prepared and enveloped by the contracting authority and made available for collection at the mailroom, then collected by the contractor and sent to the recipient. Lot 2: E-post. The contractor receives the letters and attachments digitally and prepares them for production. The letter is printed, enveloped, and stamped by the contractor.
