Framework agreement for procurement consultancy and tendering services for vehicles and equipment for the Baden-Württemberg civil protection service. The services are being tendered as a framework agreement. The contracting authority is seeking a service provider to assist it in procuring vehicles and equipment for the civil protection service. In particular, the contractor must provide the following predominantly technical services, while legal assessment and decision-making remain with the contracting authority: - Conducting market investigations regarding the vehicles and equipment to be procured for the civil protection service, particularly with respect to the current state of the art and technical possibilities - Preparing specifications, taking into account technical specifications and the particular needs of the civil protection service - Developing proposals for selection and award criteria, including technical evaluation criteria - Handling technical questions from applicants/tenderers - Handling objections, particularly preparing responses to objections - Evaluating requests to participate or tenders and developing award recommendations for the award of contracts - Preparing prior information letters - Preparing procurement records - Providing advice in review proceedings In addition, the contractor must, optionally and upon each respective call-off, support and assist the contracting authority following the respective award in the procurement process, for example during construction meetings, prototype approvals, quality inspections and acceptances and, where applicable, also with respect to the warranty phase following acceptance. Legal advisory services are not included in the contract. The services are being tendered in the form of a framework agreement. The contracting authority shall specify individually in each specific contract the services to be provided and their deadlines. The contractor has no entitlement to the call-off of services under the framework agreement. There is no entitlement to further commissioning. The nature and scope of the individual commission may vary for each individual project. The contracting authority shall have the right to terminate at any time, by ordinary termination, each specific contract awarded on the basis of the framework agreement. The contracting authority reserves the right to commission any additional special services. With respect to the non-optional services, the framework agreement has a maximum term of four years from the commencement of the services pursuant to Section 21(6) VgV. Insofar as the contracting authority calls off the optional services, the terms and conditions of the framework agreement shall continue to apply, even after the termination of this framework agreement, to the specific contracts awarded before the maximum term is reached until they have been finally completed by the contractor. The maximum quantity of services expected under the framework agreement amounts to up to a total of 500 vehicles and items of equipment, which the contracting authority may call off in bundled form in each specific contract within the framework of specific contracts.
