Opportunity description

Development, provision, licensing and operation of a cloud-based transmission and processing system for Audio Netcast Bundesliga coverage, design and delivery of stadium units, training and support services for the hardware and software components. Westdeutscher Rundfunk (WDR) intends to award, in this procurement procedure, services for the development, implementation and operation of a cloud-based transmission and processing system for audio netcast coverage of the Bundesliga football league and other competitions. The Audio Netcast Bundesliga package is an ARD offering with live, full-length commentary on all matches in the first and second Bundesliga, Champions League matches involving German teams, the DFB-Pokal and the Supercup as audio streams. Full-length commentary streams of individual matches are offered for all matches. In total, this amounts to up to 720 matches per season. In addition, there are conference broadcasts when matches take place simultaneously. The audio streams can be accessed in apps and on various online platforms (e.g. the Sportschau app, wdr2.de), as well as through various voice-assistance systems (e.g. Alexa). The streams are supplemented by a live-presented accompanying program produced using WDR’s own production technology. A production process for Audio Netcast transmission was first developed in 2021. To meet current requirements and make this technology usable for other formats in the future, new technology is to be deployed from August 2027 to June 2029. For this purpose, an overall cloud-operated system is to be developed for the transmission, routing and processing of signals from the stadium to WDR. A contractor is sought to develop, implement and operate a corresponding cloud-based transmission and processing system. The scope of services includes, in particular, the transmission, routing and processing of audio signals from the stadium to WDR, the development of so-called stadium units, training services, and the operation and servicing of the hardware and software components used from August 2027 to June 2029. Only applicants who demonstrate their suitability through the request to participate will be invited to submit an initial indicative tender. When selecting the applicants to be invited to submit a tender, the contracting authority will consider only applicants for whom no grounds for exclusion apply and who demonstrate their economic, financial, technical and professional capacity. The contracting authority intends to invite a maximum of four applicants to negotiations. The four best applicants according to the evaluation matrix are to be invited to submit a tender.
