Germany – Sewage, refuse, cleaning and environmental services – Market consultation for phosphorus recovery from sewage sludge ash

KLAR GmbH (KLAR) ) - acting as lead for the cooperation between KLAR GmbH, KVB GmbH and KSV OWL GmbH) - is conducting a market consultation procedure. From 2029, a total of approximately 46,000 t of ash from the incineration of municipal sewage sludge will be available from the aforementioned cooperation. This ash is subject to the phosphorus recovery obligation within the meaning of the AbfKlärV. Since it is expected that sufficient capacity for phosphorus recovery will not be available from 2029, Klar GmbH is preparing, as an alternative, the long-term storage of the ash within the meaning of §3b 2029 paragraph 3. It is expressly pointed out here that Klar GmbH will continue to pursue phosphorus recovery and will end storage as soon as recovery capacities are available to a technically and economically viable extent. According to the current market assessment, however, this will not be the case before 2035. This market consultation is being conducted to determine further details of any procurement procedure that may be required. Market participants are invited to submit an expression of interest insofar as they are able to perform the storage of this ash or portions thereof as a service in accordance with the conditions and the requirements set out in the attached questionnaire. This should be completed as fully as possible and returned via this procurement portal. Please also feel free to provide us, in addition to the consultation document, with any available information material on the subject area and all related aspects. The information provided as part of the market consultation will be treated confidentially. Your participation is voluntary, and no reimbursement of costs or compensation for expenses will be provided. Klar GmbH reserves the right subsequently to conduct clarification and specification discussions with the interested parties based on the documents on file. The market consultation is scheduled to run until 28.09.2026, 10.00. This market consultation is not a procurement procedure aimed at awarding a public contract and constitutes neither an offer nor an invitation to conclude a contract. The right to conduct a procurement procedure, including with a different scope of services, is reserved. Participation in this market consultation has no consequences (neither preferential treatment nor disadvantage) for the participating company within the framework of a potential future procurement process. Participants in this market consultation have no entitlement to obtain knowledge of the results of the market consultation.
