The subject of the contract is the introduction of a modern, on-premises Identity and Access Management platform (IAM system) for the Berlin State Library. The solution to be supplied is intended to completely replace the existing legacy system ("Tools4ever") and ensure a central, automated identity lifecycle for approximately 4,300 user identities (including approximately 2,500 employee accounts). The contract includes software licensing, technical implementation, the connection of numerous target systems (including Active Directory, M365, Cisco, SAP interfaces), the migration of existing data, and the training of IT personnel. The IAM solution to be procured serves to consolidate identity management and increase IT security in accordance with BSI IT-Grundschutz standards. The scope of services essentially comprises: Software provision: Delivery of a modular IAM platform for 4,300 identities, operated as an on-premises solution (native installation on Windows Server 2022/2025 or as a virtual appliance under VMware vSphere 8). Core functional requirements: Automation of the user lifecycle (onboarding and offboarding), a self-service portal for password resets and resource requests, role management in accordance with the least-privilege principle, as well as comprehensive reporting and auditing of all changes. Technical integration: Connection of a heterogeneous system landscape consisting of directory services (AD, Azure AD), communication solutions (Exchange Hybrid, MS Teams, Cisco Callmanager), file infrastructure (File Server, NetApp/PowerScale), and service management tools (TOPdesk). Services: Preparation of a technical integration concept, complete data migration from the legacy system, provision of training in German, as well as the provision of support and maintenance (weekdays from 9:00 a.m. to 4:00 p.m.).
