The subject of the procurement is the provision of rental licenses for the Cryptshare Enterprise product, including maintenance and support on demand. The aim of the procurement procedure is to conclude a framework agreement with one economic operator. In addition to the contracting authority (VBG), BGHM is entitled to call off services from the framework agreement to be concluded. The rental licenses for the Cryptshare Enterprise product must meet the following technical requirements: - The application can be operated on-premises on the infrastructure in the contracting authority’s data center > using Microsoft Server 2022 or higher in conjunction with Microsoft IIS - API interfaces (REST; .NET) must be available for integration with Outlook and the in-house CRM system. The entitlement to updates and patches as well as support is also included. The anticipated contract start date is 01.10.2026, with a minimum term of 4 years and the possibility of two extensions of 12 months each. Procurement of up to 16 independent, productive instances for a total of approximately 12,000 user mailboxes (across all 16 instances combined) is anticipated. At the start of performance on 01.10.2026, an initial call-off of approximately 9 license keys for a total of approximately 8,900 user mailboxes will be made. Additional licenses can be reordered gradually by call-off, whereby the number of licenses can be selected according to need. The estimated volume is intended solely as a guide and serves as the calculation basis for bidders. The contracting authority is not obliged to purchase the stated quantities as a minimum purchase and may exceed them. For support of the application, the contractor must provide at least German-language support from Monday to Thursday between 08:00 and 18:00 and on Friday from 08:00 to 16:00 o Via e-mail, telephone, Microsoft Teams The bidder must designate a permanent contact person for organizational questions and, where required, a respective deputy. VBG and BGHM cooperate in the IT sector with other accident insurance institutions. This includes the provision of IT applications as well as the use of a modern, extensively usable IT infrastructure (backend, frontend, hardware and software). For this reason, the group of authorized users is expanded to include these accident insurance institutions and their employees. The accident insurance institutions are not themselves entitled or obliged to obtain services from the contract to be concluded. BGHM calls off the services for the other accident insurance institutions as needed. In the course of the intended system harmonization, it must be ensured that both organizations and the cooperation partners can use these licenses independently. The continuation of Cryptshare is necessary in order to continue operating the existing secure e-mail and file exchange solution without compatibility risks, media discontinuities and considerable migration effort.
