Opportunity description

The subject of this procurement procedure is the further development of the existing open-source low-code platform Limbas into an open, intuitive development environment for the Hessian administration (OSLOCO-Hessen). The solution is to be specifically tailored to administrative processes, offer intuitive graphical tools, provide low-barrier training and support services, and fully safeguard the administrations' data protection and data sovereignty. In accordance with the service description, the service comprises nine work packages: (i) Project management & organization, (ii) Collection of functional requirements for the sample applications, (iii) Technical setup and development/test environment on the Germany platform, (iv) Further development of LIMBAS into OSLOCO-Hessen (including Model Driven Design, process automation/integration, AI-assisted development), (v) Data protection & IT security, (vi) Modular training concept and piloting of the training formats, (vii) Creation of ten sample applications, (viii) Quality assurance, evaluation and final event, and (ix) Technical transfer and reuse.
