Opportunity description

An IT application for the digitalization of processes relating to Trichinella testing, the management of monitoring samples in the animal health sector, and management in the event of an outbreak of African swine fever (ASF) is to be procured as a SaaS cloud solution. The IT application must be compatible with the hunting statistics application of Condition – Integrierte Softwarelösungen GmbH. This application is used in the Free State of Thuringia to record bag data (data on wild animals killed by hunters). The IT application is to be available both as a web application (usable in common browsers) and as a mobile app application (iOS and Android operating systems). For the purposes of the invitation to tender, an app is defined as an application that must be installed by the user on a mobile device before use and can only be used there. As a rule, this is done on a smartphone or tablet using a so-called app store. There will be two main user groups: a) administrative or laboratory staff b) users external to the administration (e.g. persons authorized to hunt) Users external to the administration record data on animals killed or slaughtered. Where necessary, they also submit applications to the competent authorities or the competent testing facility of the Free State of Thuringia for these animals to be tested for Trichinella and/or certain wildlife diseases. The test results are to be retrievable via the IT application. The competent authorities (veterinary and food surveillance offices of the rural districts and independent cities – veterinary authorities) operate the Trichinella testing laboratories. These are to be able to access, via their own user interface, the application data recorded in the IT application by external users and transmit the test results back to the applicants. In addition, laboratory software is to be made available to the competent authorities, with the aid of which the testing activities can be documented on the basis of the application data. In the case of monitoring samples in the animal health sector, the contracting authority's laboratory at the Thuringian State Office for Consumer Protection is the competent testing facility. The laboratory software (LIMS) in use there is to be able to access the information on the samples entered by users via the HIT database. The IT application must therefore have an interface to the HIT database. A direct connection to the LIMS is not envisaged. The IT application is to be available to administrative staff for mapping internal administrative processes and to affected users outside the administration for data entry and submitting applications to, as well as receiving decisions from, the competent authorities. While the use cases of Trichinella testing, management of monitoring samples in the animal health sector, and the interface to the hunting statistics application are to be permanently available, the management use case in the event of an outbreak of African swine fever (ASF) is to be usable and available only when required by an event. In addition, implementation support and training for employees of the competent authorities are also to be included in the tender as an initial service. The contract will be concluded by means of an EVB-IT Cloud contract. The procurement is carried out by the contracting authority for use by all rural districts and independent cities in Thuringia. Use of the IT application for the aforementioned purposes is mandatory for the rural districts and independent cities. Its use is optional for hunters, however. This means that they may refrain from using the IT application. The existing analog sampling system will continue to operate in parallel for the time being. The 21 veterinary and food surveillance offices of the 22 rural districts and independent cities in the Free State of Thuringia are responsible, among other things, for receiving and testing samples from slaughtered or killed animals intended for human consumption for Trichinella spp. In addition, they have responsibilities with regard to granting permission to persons external to the administration to take samples intended for Trichinella testing. Citizens wishing to use the aforementioned administrative services are to be enabled to record the required application data digitally in accordance with the principles of the Online Access Act (OZG), transmit the application without paper to the respective competent veterinary and food surveillance office, and receive the decisions of the competent authorities. In addition, the possibility is to be created to fulfill further reporting obligations (e.g. the recording of hunting bags by hunters) in digital form. Wild boars are tested for Trichinella spp. only if the animal is intended to become food. Based on previous experience, this results in up to 30,000 wild boars being tested in Thuringia each year. These figures fluctuate. In addition, the veterinary surveillance authorities are responsible for implementing regular monitoring of killed wild animals for certain animal disease pathogens. Depending on the current animal health law status, the number of samples is expected to vary between approximately 5,000 and 30,000 samples per year. Data entry and application submission, as well as receipt of the decisions, are likewise to be enabled here for the respective affected citizens. The recorded data are to be transmitted via the application to the State Office for Consumer Protection responsible for testing the samples. In terms of operation, the application component for managing ASF outbreaks is to be based on the aforementioned application components (in particular, the monitoring of killed wild animals for certain animal disease pathogens) and interact with them in terms of content in accordance with the technical requirements. This application component is to be activatable as required for each affected authority (veterinary authorities of the rural districts and independent cities and, where applicable, the contracting authority). In addition to an outbreak of ASF in Thuringia, it is also to be used in exercises to prepare for an outbreak. A final application component comprises the recording and reporting of hunting bags by hunters. This report covers all huntable animal species. For this documentation obligation, it is to be possible both to reuse the kill data from the aforementioned application components and to record new kill data. A corresponding interface is to be provided for the required data exchange with the hunting statistics application of Condition – Integrierte Softwarelösungen GmbH. Hunters already have direct access to the hunting statistics application. The interface is to enable them to access it from within the IT application, thereby facilitating reporting through data transfer. The application is to be provided for use by administrative personnel in the Free State of Thuringia and the respective affected citizens in the Free State of Thuringia. Consequently, the licensing and terms of use must permit use by employees of the state, the municipalities, and persons external to the administration. The number of future users cannot currently be quantified precisely because use of the IT application is optional for hunters. However, the number of hunters in Thuringia may serve as a guide; it amounts to approximately 13,000. In addition, there are approximately 100 administrative employees. Procedure: open.
