Opportunity description
The contractor shall provide school transport in exempt school transport services for students of the Im Erlich school from the Speyer urban area. Provision of transport services to and from the Im Erlich school, a school specializing in learning support, Im Erlich 67a, 67346 Speyer: The transport service is currently used by 40 students with learning difficulties between the ages of 6 and 18 on all school days. The number of students varies, so 1 motor coach with more than 55 seats is required. It must be ensured that all students are transported. There is no entitlement to full capacity utilization. The catchment area comprises the Speyer urban area. The students are currently picked up at 9 public transport stops. Daily school transport (outward and return journey) currently amounts to 25 kilometers per operating day. On school days in Rhineland-Palatinate—with the exception of movable vacation days, school-free days determined by the school (e.g. study days), etc.—the students must be picked up from or transported to the public transport stops listed in Annex 1 (List of stops). There are approximately 189 operating days per school year. The journey time for students may not exceed 60 minutes per journey pursuant to § 8 para. 1 PBefG. The school's teaching hours are from 07:55 to 15:55 Monday through Thursday and from 07:55 to 11:15 on Fridays. The students must be picked up at the stops so that they arrive at the school by 07:45. Transport from the school back to the stops after the end of lessons takes place at 16:00 Monday through Thursday and at 11:20 on Fridays. It is not permissible to transport the students from or to other locations. The motor vehicle used must comply with the Euro 6 emissions standard or higher (natural gas, hydrogen and/or electric/hybrid vehicles shall be considered equivalent), so that all destinations can be reached without restriction even if new low-emission zones are introduced under the Fine Dust Ordinance. The contractual relationship begins upon award of the contract. Initial service provision begins after the summer vacation, when school operations resume on 10.08.2026, and ends no later than 31.07.2031. The contract has an initial term until 31.07.2029 (three school years). The contracting authority has the option to extend the contract twice, in each case by one year, until no later than 31.07.2031. An extension decision may be exercised by the contracting authority by 31.01.2029 or 31.01.2030, respectively. After expiry of the initial term or, respectively, after the first or second extension option, service provision shall end without the need for a notice of termination.
