Opportunity description

The contracting authority intends to establish a trainer pool for consulting, support and coaching services as part of a procurement procedure pursuant to the Public Procurement Ordinance (VgV). The aim is to provide a qualified pool of external service providers during the contract term that can flexibly cover the contracting authority’s various technical and methodological requirements. The framework agreement is to be concluded with at least three economic operators. The contracting parties will be selected on the basis of the most economically advantageous tenders, taking into account the award criteria specified in the procurement documents. In particular, price, quality, professional suitability and the proposed service concept are decisive. The contract will be awarded to at least the three tenderers whose tenders offer the best price-quality ratio and fully meet the requirements of the service description. A separate framework agreement will be concluded with each selected economic operator. The framework agreement is to be concluded with at least three economic operators. Individual consulting, support and coaching services will be commissioned from the trainer pool as needed during the contract term. Individual call-offs will be made without reopening competition. The selection of the respective framework agreement partner will be governed by the objective criteria laid down in the framework agreement and will be made in accordance with the technical, substantive and methodological requirements of the specific task. In particular, the specific qualifications, experience, thematic specializations and availability of the framework agreement partners will be taken into account.
