Germany – Ties – Conclusion of a framework agreement for the supply of ties for the North Rhine-Westphalia Police

The State Office for Central Police Services of North Rhine-Westphalia intends, in the course of this open procedure, to conclude a framework agreement with an economic operator for the supply of ties and anchor-band ties for the operational personnel of the police force of the State of North Rhine-Westphalia. No minimum purchase quantities are agreed with regard to the framework agreement. According to the case law of the CJEU of 17.06.2021_RS C - 23/20 -, the contracting authority is obliged to specify a maximum quantity in order to ensure transparency and freedom from discrimination in competition. No call-off obligation can be derived from this. The contracting authority estimates that there will be a requirement for approximately 15,200 ties and 18,000 anchor-band ties over the entire term of the contract. The maximum quantity under the attached framework agreement is stated as 19,760 ties and 23,400 anchor-band ties. Procedure: open.
