Qualification system for track, road and stop construction works for tram construction projects throughout the BVG’s entire existing tram network Lot 1 Works in the field of track, road and stop construction in urban areas with interfaces to third parties involved in construction (e.g. utility construction companies), with a contract value of at least EUR 250,000.00 net Lot 2 Works in the field of track, road and stop construction in urban areas with interfaces to third parties involved in construction (e.g. utility construction companies), with a contract value of at least EUR 1,000,000.00 net The tram network of Berliner Verkehrsbetriebe (BVG) requires the continuous renewal and repair of existing track systems. In addition, new construction measures are planned. The tracks of the Berlin tram system are located primarily in urban areas with closely adjoining buildings. There are routes with dedicated trackbeds and routes intended for shared use with rubber-tyred vehicle traffic. The following types of track superstructure are present in the BVG network: - Bitumen-grouted grooved-rail framed track on an asphalt base course with asphalt surface closure - Track support slabs with grooved and Vignoles rails - Large composite slabs and the "Budapest construction method" (remaining stock only) - Cross-sleeper tracks in ballast with grooved and Vignoles rails - ATD tracks (asphalt base course with direct sleeper support) with grooved and Vignoles rails - Tracks with grooved and Vignoles rails on longitudinal concrete beams - "System Ortec" whisper rails (as grouted framed track on a concrete base course or on embedded twin-block sleepers) - NBS tracks (New Berlin Tram Track System) with grooved and Vignoles rails and various configurations (continuous support, discrete support, various rail fastening systems...) The following types of track superstructure are used primarily for new construction and track renewal: - Bitumen-grouted grooved-rail framed track on an asphalt base course with asphalt surface closure - Track support slabs with grooved and Vignoles rails - Cross-sleeper tracks in ballast with grooved and Vignoles rails - NBS tracks with grooved and Vignoles rails and exclusively discrete rail support The tracks are founded on recycled base courses, base courses made of hydraulically bound material, or gravel-sand base courses. The required track construction material (rails, sleepers, chamber elements, fastening systems, track support slabs) will be provided by BVG. All new tracks must be constructed with electrical insulation in accordance with DIN/EN 50122-2. The Contractor must provide proof of the insulated construction. The surface closure of the old and new tracks consists of asphalt, paving, ballast, vegetation, or concrete. In addition to the track construction works, works in the trades of road construction, gardening and landscaping, underground cable construction, drainage, and traffic safety must be performed. Road construction works are required primarily in adjacent road areas as well as at crossings and crosswalks. This also includes works to construct surface closures on footpaths and at stops. On open sections, stops are constructed in accordance with the BVG standard using platform cover slabs on angle kerbs. In street-running areas, stop bulbs are constructed with BCB kerbs. Underground cable construction works consist of laying DN63 and DN110 protective conduits for point controls, supplying stop furniture, and providing electrical track connections. At regular intervals in the track area, track drainage boxes (drainage channels and point drainage boxes) must be mounted on the rails, and these drainage systems must be connected by appropriate drainage pipes to newly installed or existing silt-trap manholes. In areas with unfavourable ground conditions, the track systems are equipped with formation drainage and associated drainage manholes. Gardening and landscaping works take place in the track area and along the edges of the track and include all services for track greening (sowing grass, laying turf) and the planting and maintenance of trees. Required traffic safety measures are generally carried out by the track construction Contractor. Before the construction measure begins, the Contracting Authority provides the Contractor with an already developed and preliminarily coordinated traffic concept. The Contractor must further develop this into a traffic-sign plan and submit it to the traffic authority for approval. All construction measures require extensive coordination with the district offices, residents, businesses, and other utility authorities. Due to local conditions during urban construction measures (access points, resident traffic, maintenance of public traffic in intersection areas...), the execution of the services must generally be expected to involve many small sections. To keep construction-related restrictions for passengers, residents, and businesses as low as possible, the construction services must be performed continuously and at high intensity. The construction periods specified by the Contracting Authority must be strictly observed. Exceeding the construction period will not be tolerated.
