Opportunity description

BwFPS maintains a diverse vehicle fleet for operations in Germany and in deployment-relevant countries with a Bundeswehr presence. The vehicles are handed over to customers for long-term and short-term use at the contracting authority’s rental stations. The aim of this procurement procedure is to cover demand effectively and reliably through the rental of vehicles abroad. Lot 1 comprises the worldwide rental of individual vehicles under individual orders. Rentals take place predominantly at airports, but may also be arranged at railway stations, city-centre stations or through delivery to freely definable deployment locations. In accordance with Section 5.1 of the service description, the vehicle categories are assigned to the corresponding ACRISS codes. In addition, there is a specifically defined vehicle description for each vehicle class. The rental period is fully flexible and ranges from short-term rentals starting at one day to long-term rentals of up to 365 days. Lot 2 comprises the worldwide rental of vehicle contingents for exercise projects. Unlike individual rentals, several vehicles are commissioned simultaneously. Rentals may take place either on a single day or spread over a longer period and may extend over several days to several weeks or months. The required vehicle volume varies depending on the exercise and is typically between approximately 5 and 200 vehicles, although in special cases it may also be higher. The duration of such rentals is generally several weeks, but depending on the respective scenario may also comprise only a few days. The subject matter of the contract for Lot 1 is the conclusion of an unlimited number of framework agreements for the rental of vehicles abroad. Based on the average of recent years, an estimated requirement of up to a total of 25,000 rental days per year is currently assumed. Potential framework agreement partners include not only independent vehicle rental companies but also bidding consortia that are entitled to provide their complete vehicle offering in accordance with the requirements of this procurement procedure. Any subcontractors must be disclosed to BwFPS GmbH. The figure stated here is expressly an estimate based on BwFPS’s current knowledge, intended solely to enable resource planning and thus the calculation of a bid. The subject matter of the contract for Lot 2 is the conclusion of an unlimited number of framework agreements for the rental of vehicles for exercise projects abroad. Based on the average of recent years, an estimated requirement of up to a total of 45,000 rental days per year is currently assumed. Potential framework agreement partners include not only independent vehicle rental companies but also bidding consortia that are entitled to provide their complete vehicle offering in accordance with the requirements of this procurement procedure.
