The subject of the invitation to tender is the provision of construction and electrical installation services related to traffic signal systems and lighting systems in Hamburg. On behalf of Hamburg Verkehrsanlagen GmbH, the following services in particular are to be provided within the territory of the Free and Hanseatic City of Hamburg: installation, replacement and dismantling of various steel poles (height 2.4m to 16m), foundations and plastic cabinets, as well as installation/dismantling of signal heads, request buttons and luminaires and associated attachments for traffic signal and lighting systems, including cable-laying and installation work, surface restoration, coordination of closure measures, performance of transport services and asphalt disposal throughout the territory of the Free and Hanseatic City of Hamburg. Further information can be found in the specifications. The contracting authority intends to divide the overall service into two specialist lots (1. BEL/LSA; 2. BEL), comprising a total of 9 sublots, and to commission multiple contractors under framework agreements. Specialist lot 1: Complete civil engineering services (lighting/traffic signal systems) – divided into 6 identical sublots – up to 3 framework agreement partners – award limited to a maximum of 4 sublots per contractor. Lot 2: Civil engineering services for lighting – divided into 3 identical sublots – up to 3 framework agreement partners – award limited to a maximum of 2 sublots per contractor. The subsequent award of services under the framework agreement will be carried out in accordance with the framework agreement provisions through separate individual call-offs, without the contractor having any legal entitlement thereto. The framework agreements have a term from 15.05.2026 to 31.05.2027 and may optionally be extended by the contracting authority three times, each time for a further year. The contractual partner will be selected on the basis of the evaluation criteria. The quantities stated in the specifications are empirical values and not binding purchase quantities. Depending on how the commissioning situation develops, quantities may be shifted among the item numbers. The quantities serve as a guide to the expected order volume and for calculating the tender. The quantities actually commissioned may exceed or fall short of the quantities stated. The quantities specified in the specifications do not create an obligation to issue call-offs. Under the framework agreement to be concluded, the contracting authority does not guarantee the contractor continuous utilization of its capacities.
