The Public Order Office of the City of Bielefeld is inviting tenders for the towing, accommodation, storage and disposal of vehicles from 01.11.2026 to 31.10.2028 plus optional extensions of 2 x 12 months. The attached contract will be concluded with the best bidder. All requirements and measures specified in the service description and in the contract must be fulfilled by the contractor (AN). The service description will become part of the contract. 2. Order volume and performance times 2.1 Registered vehicles Approximately 1580 vehicles are towed or relocated annually, including approximately 30 trucks. In addition, there are approximately 880 empty runs. In the past, the majority of towing operations took place in the Mitte city district. Towing operations are possible on all days and at all times; they predominantly take place between 08.00 and 23.00, and in summer on Fridays and Saturdays until 02.00. On market days, from 05.00 depending on the marketplace. Larger planned operations, particularly at night and on weekends, will be notified to the contractor (AN) in advance. The contractor (AN) is obliged to carry out orders for the towing of registered vehicles immedi-ately (arrival at the place of operation no later than 45 minutes after the order is placed). The contractor (AN) must therefore be reachable by telephone at all times. 2.2 Vehicles no longer registered Approximately 60 vehicles that are no longer registered, distributed throughout the entire city area, are towed annually. The vehicles are predominantly passenger cars, and in individual cases caravans, trailers, light commercial vehicles and similar. Orders are placed almost exclusively during the usual office hours of the city adminis-tration. The vehicles are often (approx. 50 %) not collected by the authorized persons and must be disposed of or scrapped after a period of approximately 6 weeks has expired. Towing orders for vehicles that are no longer registered must be carried out within 24 hours after the order is placed, unless a shorter deadline is specified in an individual case when the order is placed.
