Opportunity description

The State of Saxony-Anhalt intends to modernize the inter-company training facility (hereinafter "ÜBS") for LLG Iden (Saxony-Anhalt State Institute for Agriculture and Horticulture), in order to further develop it as a recognized educational institution with a supraregional impact and a role-model function for agriculture. In the course of this, the dairy cattle and cattle husbandry area will be newly constructed and expanded. The objective is to create modern and future-oriented dairy cattle husbandry as a basis for training, research and demonstration. The core component of the barn facility is the technological process of milk production, including the associated milking technology. In this context, both automatic and conventional milking methods will be taught. In addition, the training covers topics such as animal treatment, animal assessment, hoof care, handling cows with special requirements (special-needs cows), and feeding in theory and practice. The maximum group size of the training courses is 12 trainees supervised by 1 to 2 instructors. As part of the dairy cattle facility, the planned barn for dry cows (BE 10.11) is designed for up to 50 animals. A two-area pen with a paved feeding alley and a bedded lying area will be available to the dried-off animals. In addition, the animals will have access to a partially covered outdoor run, generally with unrestricted use. Optional pasture access is possible. The technical systems must be designed to be animal-friendly, durable and easy to maintain. Occupational safety is of particular importance, especially with regard to its use as a training facility. To reduce emissions, barn floors must be constructed in accordance with the state of the art in terms of environmental and climate protection. The subject matter of the procurement in operating unit (BE) 10.11 - Lot 11.1 Barn Equipment comprises the following in total: Lot 4 Barn Climate. The site setup as well as the planning, delivery and installation of a coordinated barn climate system to reduce heat stress in the animals are required. This comprises energy-efficient, sensor- and temperature-controlled barn fans for lying and feeding areas as well as a high-pressure misting system combined with ventilation for indirect cooling. The tenderer must design the systems according to requirements, submit a ventilation and cooling concept including information on energy and water requirements, and provide the necessary technical documents and connection specifications. Furthermore, technical documentation, maintenance and operator instructions, as well as instruction of personnel in controlling the systems, are owed. The respective services of the lots are put out to tender in independent procurement procedures. Tenderers may submit lots with one tender. The specifications are to be understood as a functional tender. Fully functional technical equipment and systems in accordance with the available descriptions are expected. All services must be offered as a complete service (delivery and installation). Should tenderers identify incompleteness, contradictions or ambiguities in the procurement documents, they are obliged to notify the contracting authority thereof without delay and no later than the expiry of the deadline for submitting tenderer questions. The contracting authority will examine notices received and, where appropriate, supplement or correct the procurement documents uniformly for all tenderers by answering the tenderer questions (§ 15(3) VgV).
