Opportunity description

In summary, the scope includes the development, configuration, commissioning, as well as support and maintenance of the Information System for outage planning (Outage Planning). More specifically, the scope includes the detailed design, development, installation and configuration, migration of existing data, commissioning into production operation, and the necessary training of users for the software for optimal outage planning on the HETS network, which will meet the needs of IPTO in accordance with the functional and quality requirements and the design and service requirements. More specifically, the scope includes the following: - Services for the implementation of an appropriate mathematical model to solve the problem of optimal outage planning on the network. - Requirements analysis services and services for the implementation of the software based on them. - Services for implementing communication with IPTO’s external systems, such as SAP (EAM, WFM), GE Smallworld GIS, Siemens PSS/E and EKC TNA, for the retrieval and/or synchronization of data and implementation of this synchronization. - Services for integrating and installing the software on the AWS (Amazon Web Services) cloud computing platform in an IPTO account. - Training services. - Six (6)-month warranty period: Provision of a warranty for the proper operation of the newly installed software for six (6) months from the date of signature of the Provisional Acceptance Protocol, during which all maintenance, technical support and fault-repair costs shall be borne by the Contractor. - Three (3)-year maintenance period: provision of maintenance and technical support services for the information system, commencing upon expiry of the Proper Operation Warranty Period. - Three hundred (300) person-days for the development of additional functionality during the warranty and maintenance period. IPTO will provide AWS (Amazon Web Services) cloud computing services and licenses for the CPLEX and Gurobi optimization software. IPTO will provide the contractor with an AWS account and will cover the cost of using services up to EUR 70,000/year. IPTO will also provide licenses for the CPLEX and Gurobi optimization solvers, for which the contractor will take the appropriate measures for their installation in the AWS environment so that they can be used by the outage planning system. Any other commercial software that may be included in the prospective supplier’s proposal for the development, installation and operation of the outage planning system must be provided by the prospective supplier. In this case, where the prospective supplier considers that additional software licenses are required for its proposal for implementing the contractual scope, the minimum requirements they must meet are specified in the Table of the Contract Notice and it must include them in its tender. The total estimated value of the contract amounts to two million, one hundred thousand euros (€2,100,000.00), excluding VAT, and is broken down as follows: i) €1,400,000.00 budget for the provision of the services for a period of five (5) years, which constitutes the maximum tender limit. ii) Option Rights, with a total estimated value of up to €700,000.00 (50% of the budget): A) Right to extend the contractual duration with an increase in the scope of the contract: IPTO unilaterally reserves the right to extend the validity of the contract by up to an additional two and a half (2.5) years, with a corresponding increase in its physical and financial scope, under the same terms and unit prices. B) Right to increase the scope of the contract during the performance of the contract (with or without an extension): During the performance of the contract, IPTO reserves the right to unilaterally award similar services, namely an increase in the physical and financial scope of the contract, under the same terms and unit prices. In this case, the duration of the contract’s performance will be extended accordingly for a period to be mutually agreed between the parties, in order to ensure completion of the additional scope within the newly agreed period.
