The Project entitled “Design, Implementation, commissioning and support of the Production Operation of the Unified Real Estate Register” seeks the systematic recording, management and monitoring of real estate through an integrated information system, which will collect, systematize and incorporate digital information maintained by different public administration and private sector bodies. The Subproject “Interoperability of the Unified Real Estate Register with Public and Private Sector bodies” includes both the analysis and study of the existing data maintained by each body and the necessary development services for their exchange, cleansing and optimal utilization through the Unified Real Estate Register (for updating and optimizing the data they maintain through the exchange of more recent information from other bodies). The bodies expected to be interconnected with the system in the first phase include (bodies may be added or removed during the Application Study period): • Hellenic Cadastre • Independent Authority for Public Revenue (AADE) • Hellenic Electricity Distribution Network Operator (DEDDIE) • Technical Chamber of Greece (TEE) • Insurance companies • Communications network providers (e.g. Cosmote, Vodafone, WIND, etc.) • Water Supply and Sewerage Providers (e.g. EYDAP, EYATH, etc.) • Hellenic Statistical Authority (ELSTAT) • Public Properties Company (ETAD) • Central Union of Municipalities of Greece (KEDE) • Ministry of Energy • Ministry of Justice • Ministry of Finance The operation of the overall project aims to create a modern, fully automated electronic real estate register, to ensure the greatest possible information, publicity and security for the transactions of citizens and the bodies involved. This tender will result in the Implementation - Completion - Installation - Development and Adaptation of the Unified Electronic Real Estate Register, as well as the creation of an adaptation of the framework’s operation within the new technological and economic circumstances based on European and international good practices. The main focus of the subject matter of the contract is the design, implementation, installation and commissioning of an interoperability platform and the training of the administrators of each body that will be interconnected with the Unified Real Estate Register. The project aims to develop and provide specialized web services (Web Services) that will enable interoperability between the information systems of Public Administration bodies and the EMA. Specifically, it includes: • Development of interfaces (APIs) for the exchange of data relating to real estate between different systems. • Enhancement of the Information System of the Unified Real Estate Register through the introduction and activation of additional electronic services. • Creation and provision of services of common interest to Public Administration bodies, facilitating the upgrading of their electronic services and the completion of the registers they maintain. The services provided are classified under the following Common Procurement Vocabulary (CPV) codes: 72322000-8 - Data management services 72310000-1 - Data-processing services 72262000-9 - Software development services 80533100-0 - Computer training services 72000000-5 - IT services: consulting, software development, Internet and support The contract deliverables are those referred to in ANNEX I - DETAILED DESCRIPTION OF THE PHYSICAL AND FINANCIAL SUBJECT MATTER hereof. - According to the relevant analysis, the project will be delivered in one phase, but will have interim deliverables for each body interconnected with the Unified Real Estate Register. - Tenders are submitted for the entirety of the subject matter of this tender, as described in detail in the contract documents, because the tender is, by its nature, indivisible. In particular, Subproject 2, despite the fact that it includes interconnection with sixteen (16) different bodies (Hellenic Cadastre, AADE, DEDDIE, TEE, insurance companies, communications network providers, EYDAP, EYATH, ELSTAT, ETAD, KEDE, Ministry of Energy, Ministry of Justice and others), is not subdivided into separate contracts for important reasons of technical and administrative efficiency. First and foremost, the development of interoperable solutions requires specialized expertise in areas such as web services development, large-volume data management, the implementation of cybersecurity protocols and the implementation of real-time communication systems between heterogeneous information systems. Awarding all interconnections to a single contractor (vendor) ensures faster implementation times, as it avoids the time-consuming process of coordination among multiple contractors and the need to harmonize different technical approaches. In addition, all interconnections will have common characteristics with regard to the communication architecture, security protocols, the structure of the transmitted data, and authentication and authorization procedures. The above homogeneity significantly facilitates the long-term maintenance of the system, its expansion to new bodies and the safeguarding of cybersecurity at all interconnection points, thus contributing to the achievement of the strategic objectives of the Action within the stipulated time limits.
