Opportunity description

The objective of the project is to implement the new Di@vgeia, taking into account contemporary institutional, operational and technological developments, the more correct application of the institutional framework with emphasis on the General Data Protection Regulation (GDPR), and the optimal use of Di@vgeia information through an architecture based on data and, secondarily, documents. The project seeks to increase the efficiency and productivity of public services by enriching the applications of the Di@vgeia Programme, adding collaborative drafting and management functionality for documents to be posted based on standardised documents and data structures, and also to provide added value to the Programme by using and enriching the information collected within it, also through the use of other information sources, with the aim of creating a system of complex reports (reporting) and other complementary application subsystems and solutions. The new system will enable the operation and organisational structure of the public administration to be monitored in conjunction with information relating to the responsibilities of bodies within the framework of multilevel governance, as well as personnel as recorded in the Human Resources Register of the Greek Public Sector. The objective is to provide objective data for the implementation of the National Administrative Procedures Policy and the prioritisation of actions under the National Programme for the Simplification of Procedures. To this end, provision has been made to significantly strengthen its interoperability with third-party public-sector systems for the dissemination of information without necessarily requiring intervention by the end user. In addition, by expanding the information that will be stored in structured form (metadata set), it will be possible to represent groups of data with particular characteristics that enhance transparency in terms of the monitoring/evaluation by the general public of indicators relating, for example, to the operation and structure of the public administration and/or financial figures (public spending). To this end, data from other sources and publicly available data will also be used to support the monitoring of the operation and activities of bodies and to support decision-making. The solution will include the creation of a system for the proper (and as complete as possible by sector) structured collection and processing of data from various public-sector data sources and their subsequent availability to the general public. Indicative examples of sources are data from the systems under development for GOV ERP, HRMS, the Register of Civil Society Organisations, ESIDIS and KIMDIS. A distinct subsystem will be developed for further use and the generation of specialised reports, with the aim of monitoring the structure, operation and activities of the public administration, as well as monitoring expenditure and procurement and supporting the decision-making process. The system will be expandable to allow the addition of new sources arising from other actions. Also, within the framework of the action, improvements will be made in relation to identified problems associated with managing the very large volume of documents collected by Di@vgeia at a sharply increasing rate, which also led to the necessary migration of the infrastructure to public cloud computing services. In this context, the advanced services provided by public computing clouds will be better utilised in order to ensure the uninterrupted provision of services and the monitoring of their provision at the lowest possible cost. Taking into account the life cycle of the administrative documents posted, the action will address challenges such as cleaning up multiple copies of the same documents, extracting all information in data format, optimising the quality of Di@vgeia metadata, and automatically publishing important datasets in the central open public data repository www.data.gov.gr. The project also aims to adopt a new architecture that will enable a drastic reduction, by at least 65%, in the required storage space and computing resources while ensuring the proper operation of the system. To achieve the above objective, both emerging artificial intelligence and language-model technologies and techniques for the proper insertion of metadata into the relevant information will be used, facilitating its search, categorisation and utilisation. This contract concerns a single subject matter and is not subdivided into lots due to the architecture of the project, the strong interdependencies and complementarity of the individual services comprising it, as well as the high interoperability requirements that must be ensured, on the one hand, between the functional modules (subsystems) to be developed under this project and, on the other hand, with third-party systems of Greek Public Sector bodies. Not subdividing the contract strengthens the quality and security of the project, since unified management reduces the likelihood of security gaps or incompatibility between the different systems and facilitates the coordination of its implementation. The duration of the contract is set at thirty-two (32) months, including the process of inspection and acceptance of deliverables.
