Declaration No. 11/2025 for an Electronic, Open, International Tender for the provision of services entitled “Upgrade, maintenance and technical support of the GIS geospatial information infrastructure of Υ.ΝΑ.Ν.Π.” for the years 2027-2030, with a total budgeted contract value of six hundred fifty-seven thousand two hundred euros #657.200,00€#, including VAT, with the award criterion being the most economically advantageous tender based exclusively on price. System number: - 387576- The subject matter of the contract concerns the upgrade, maintenance, technical support and modernization using new technologies of the system of the existing GIS infrastructure of Υ.ΝΑ.Ν.Π. It is divided into two (2) categories: Category I: Upgrade of existing GIS applications of Υ.ΝΑ.Ν.Π. Category II: Provision of services to ensure the proper operation of the existing system and provision of services to ensure the proper operation of the fully upgraded system. The services provided are classified under the following Common Procurement Vocabulary code {(CPV): 38221000-0 Geographic information systems (GIS or equivalent)}. The total budgeted value of the contract amounts to six hundred fifty-seven thousand two hundred euros #657.200,00€# (including 24% VAT and statutory deductions), (estimated value excluding VAT #530.000,00€#, VAT: #127.200,00€#) and is broken down as follows: A) For the year 2027: one hundred forty-eight thousand eight hundred euros #148.800,00€# (including VAT and statutory deductions) (maintenance/technical support) and sixty-two thousand euros #62.000,00€# (including VAT and statutory deductions) (development of new applications), (estimated value excluding VAT #170.000,00€#, VAT: #40.800,00€#). B) For the year 2028: one hundred forty-eight thousand eight hundred euros #148.800,00€# (including VAT and statutory deductions) (maintenance/technical support). (estimated value excluding VAT #120.000,00€#, VAT: #28.800,00€#). C) For the year 2029: one hundred forty-eight thousand eight hundred euros #148.800,00€# (including VAT and statutory deductions) (maintenance/technical support). D) For the year 2030: one hundred forty-eight thousand eight hundred euros #148.800,00€# (including VAT and statutory deductions) (maintenance/technical support). Tenders shall be submitted for all the services to be provided, as described in detail in Annex D (Technical Specifications) to the Declaration. The duration of the contract, namely the provision of the services, shall be four (04) years from the day following the date of signature of the contract and in accordance with the detailed timetable and the interim deadlines for each Category (I and II), as described in detail in Annex D – Technical Specifications. The place of provision of the services is designated as the headquarters of the Hellenic Coast Guard Headquarters (Akti Vasileiadi, Gate E1, Port of Piraeus, Postal Code 18510 [NUTS code: EL307 (Piraeus)]), the software installation locations to be specified during the implementation study, as well as any other location required for the proper performance of the contract. The information system to be upgraded and maintained will be used by Port Authorities, Services of the Ministry of Maritime Affairs and Insular Policy (Υ.ΝΑ.Ν.Π.) and by any other Body or person required and at any location required, in accordance with the needs and requirements of the project, as described in detail in Annex D – Technical Specifications. The contract will be awarded using the criterion of the most economically advantageous tender based exclusively on price.
