Opportunity description

The subject matter of the contract is the supply and installation of one thousand (1,000) handheld devices (breathalysers), in which the breath sample is analysed, and a control unit that allows or prevents the vehicle from starting, depending on the measurement result, as well as ninety thousand (90,000) mouthpieces, to meet the needs of the bus-vehicle fleet of O.SY. S.A. More specifically: The subject matter of the contract, as described in detail in the relevant annexes hereto, includes: • The handheld device (breathalyser), in which the breath sample is analysed. • The control unit, which allows or prevents the vehicle from starting, depending on the measurement result. • Their installation on the buses-vehicles indicated by the contracting entity. • The supply of ninety thousand (90,000) mouthpieces. The items to be supplied are classified under the following Common Procurement Vocabulary codes: (CPV): 38424000-3 Measuring and control equipment (CPV): 37322300-4 Mouthpieces The duration of the contract is set at twelve (12) months from the indication of the vehicles on which the relevant devices will be installed, provided that the vehicles are made available on working days and during working hours at the facilities to be agreed with the contractor. The estimated value of the contract (including the 10% option) amounts to 2,541,000.00€, excluding 24% VAT (estimated value including VAT: 3,150,840.00€), and is broken down as follows: - Estimated value of this contract: 2,310,000.00€, excluding 24% VAT (2,864,400.00€ including VAT), and - Estimated value of the option to increase the physical scope: 231,000.00€, excluding 24% VAT (286,440.00€ including VAT). The contract includes a quantity revision clause, pursuant to Article 337 (paragraph 1, point a) of Law 4412/2016 and Annex IB of this contract notice, by unilateral declaration of the Contracting Entity, up to +10% (i.e. 231,000.00€), for the increase in quantity. This right may be exercised throughout the duration of the contract, always within the approved budget. The submission of tenders for part of the subject matter is not permitted. Tenders shall be submitted exclusively and solely for the entire project, as described in this contract notice. The contract will be awarded on the basis of the most economically advantageous tender, exclusively on the basis of price (lowest price). The supply contract will be awarded to the supplier offering the lowest tender, as resulting from its submission in ESIDIS, for the entire contractual subject matter. Alternative tenders are not permitted. It is emphasised that the tender must cover the entire supply, including installation/placement, and any tender referring to only part thereof will be excluded. It is noted that, before submitting their tenders, economic operators are required to visit the premises where the equipment in question will be installed, in order to obtain full knowledge of the conditions and the vehicles in which the equipment will be installed. Visits to the premises will take place no later than 6 days before the deadline for the submission of tenders (i.e. by 24.09.2026), between 08:00 a.m. and 13:00 p.m., and after they have first collected ANNEX II from the central service (Procurement Directorate – 6 Parnassou, Agios Ioannis Rentis), while prior communication between the economic operators and the competent depot directorates is also required. Where only one (1) admissible tender is submitted, a procedure for negotiating/improving the financial tender will be followed through the System (ESIDIS), following an Invitation to the economic operator. If the financial tender is not improved, the Contracting Entity reserves the right to cancel the award procedure for the specific item if, at its sole discretion, it considers that sufficient competition has not been ensured. The above negotiation procedure will be conducted by the tender evaluation committee, and its outcome will be included in the award decision.
