Opportunity description

The subject matter of the contract is the operation and exclusive exploitation of public regular urban and interurban road passenger transport services, -as well as accompanied parcels weighing more than 10 kilograms or unaccompanied parcels- by bus in the Region of Epirus and, more specifically, on the network depicted in ANNEX IV to the Tender Notice, through a public passenger transport service concession contract, in accordance with the provisions of Law 4974/2022 and, in particular, Chapter E, as well as Regulation (EC) 1370/2007. Specifically, the subject matter of the contract is divided into two (2) Lots as follows: LOT 1: “Concession of the right to exclusively exploit public regular interurban passenger transport services by bus in the Region of Epirus”, with an estimated value of €215,000,000.00 plus VAT [i.e., €21,500,000 annually, for ten (10) years] and LOT 2: “Concession of the right to exclusively exploit public regular urban passenger transport services by bus in the Region of Epirus”, with an estimated value of €45,000,000.00 plus VAT [i.e., €4,500,000 annually, for ten (10) years] The total estimated value of the contract amounts to €260,000,000.00 excluding 13% VAT (estimated value including VAT: €293,800,000.00). Including an option, if exercised under the terms and conditions of paragraph 4 of Article 4 of Regulation (EC) 1370/2007, the estimated value of the contract may amount to €390,000,000.00 excluding 13% VAT (estimated value including VAT: €440,700,000.00). The duration of the contract is set at ten (10) years for each Lot, from the commencement date for the provision of transport services, as will be specified in the contract, in accordance with paragraph 6.2 of this Tender Notice. The duration of the contract may be extended, at the discretion of the contracting entity, for up to five (5) additional years exclusively under the terms and conditions of paragraph 4 of Article 4 of Regulation (EC) 1370/2007 and in accordance with European Commission Notices 2014/C 92/01 and 2023/C 222/01 concerning interpretative guidelines for Regulation (EC) 1370/2007.
