The Project entitled “Unified Real Estate Register (EMA)” seeks the systematic recording, management and monitoring of real estate through an integrated information system, which will collect, systematize and incorporate digital information maintained by different bodies of the public administration and the private sector. In terms of purpose, the information system will serve: • Citizens and Professionals seeking information about a specific property. • Public Sector Bodies (including the bodies participating in the Unified Real Estate Register), in order to enrich/improve the data in their internal registers. • Private Sector Bodies, to simplify transactions with the insurance and banking market as well as to provide access to data for risk assessment and faster loan approval. The operation of the overall project aims to create a modern, fully automated electronic real estate register, to ensure the greatest possible degree of information, publicity and security for the transactions of citizens and the bodies involved. Within the framework of the Project, Interoperability of the Unified Real Estate Register with Public and Private Sector bodies will be implemented, and Unified Real Estate Register Open Data Utilization Services will be provided, which include both the analysis and study of the existing data maintained by each body and the necessary development services for their exchange, cleansing and optimal utilization through the Unified Real Estate Register (for updating and optimizing the data they maintain through the exchange of more recent information from other bodies). The bodies estimated to be interconnected with the system in the first phase include: (bodies may be added or removed during the Implementation Study period) • Hellenic Cadastre • Independent Authority for Public Revenue (AADE) • Hellenic Electricity Distribution Network Operator (DEDDIE) • Technical Chamber of Greece (TEE) • Insurance companies • Communications network providers (e.g. Cosmote, Vodafone, WIND, etc.) • Water Supply and Sewerage Providers (e.g. EYDAP, EYATH, etc.) • Hellenic Statistical Authority (ELSTAT) • Public Properties Company (ETAD) • Central Union of Municipalities of Greece (KEDE) or Municipalities directly • Ministry of Energy • Ministry of Justice • Ministry of Finance This tender will result in the implementation of the Unified Real Estate Register (E.M.A.) information system and the creation of open data utilization services. The services concerning the capability for interconnection and transmission of data from the bodies to EMA will be provided within the framework of the separate Subproject “Interoperability of the Unified Real Estate Register with Public and Private Sector bodies – Interconnection of bodies with the Unified Real Estate Register.” The services provided are classified under the following Common Procurement Vocabulary (CPV) codes: 72262000-9 - Software development services 80533100-0 - Computer training services 72000000-5 - IT services: consulting, software development, Internet and support A detailed description of the physical and financial subject matter of the contract is provided in ANNEX I - DETAILED DESCRIPTION OF THE PHYSICAL AND FINANCIAL SUBJECT MATTER The contract deliverables are those referred to in ANNEX I - DETAILED DESCRIPTION OF THE PHYSICAL AND FINANCIAL SUBJECT MATTER hereof. Tenders shall be submitted for the entirety of the subject matter of this tender, as described in detail in the contract documents, because by its nature the tender is indivisible. More specifically, Subproject 1 is not divided into separate lots because it constitutes a single technological entity requiring an integrated architectural approach. The development of the E.M.A. information system presupposes the creation of a coherent database, unified user interfaces, common security protocols and compatible technological infrastructure. Fragmenting the project into separate lots would create significant risks of incompatibility between the different parts of the system, interoperability problems within the Register itself and increased complexity in managing and coordinating the different contractors. Furthermore, unified implementation ensures data uniformity, the efficiency of processing procedures and the unified presentation of services to end users. Estimated value of the contract The estimated value of the contract amounts to €3.493.000,00 excluding 24% VAT (estimated value including VAT: €4.331.320,00). Before completion of the project, the Contracting Body may decide to exercise an option to increase the physical subject matter of the project, with or without a corresponding extension of the contract duration, up to the amount of € 1.299.396,00 including 24% VAT (Budget excluding VAT: € 1.047.900,00 VAT € 251.496,00). The contract budget is analyzed in the Project Technical Bulletin approved by the Special Recovery Fund Coordination Service (EYSTA), contained in Inclusion Decision No. 34748 EX 2025 / 25.02.2025 (ADA: Ψ7Σ8Η-ΒΞ2), as correctly restated on 26.02.2025, for registration in the PDE (SATA 063) under project code 2025ΤΑ06300003, Inclusion Decision for the Project “Unified Real Estate Register (E.M.A.) - ERegistries” (OPS TA Code 5225518) in the Action “16824 - Electronic registers” under the Recovery and Resilience Facility. Duration of the contract The total duration of the contract is set at seven (7) months from the date the contract is signed, with the possibility of extension, provided that the duration of the project “Unified Real Estate Register (E.M.A.) - eRegistries” is extended within the framework of its implementation and financing by the Recovery and Resilience Facility.
