The subject matter of the contract concerns the provision of maintenance and technical support services for ΑΔΜΗΕ’s GIS Computer System (hereinafter the “Company”) for the years 2027 & 2028, and includes the following: 1.1 Maintenance and support of the Smallworld software by the manufacturer General Electric, with which the system was developed, and specifically of: • 26 run-time licenses for the Smallworld Core Spatial Technology product, • 4 licenses for the Smallworld WebMapServer SOM product, the Smallworld GeoSpatial Server (GSS) product, • 16 licenses for the Smallworld AddOn for Google Maps product • 4 Professional licenses for the Smallworld GeoSpatial Analysis product • 80 Lite licenses for the Smallworld GeoSpatial Analysis product. This maintenance and support includes: • The provision to the Company of new versions of the Smallworld products made available by their developer, GE Energy. New versions may arise due to improvements or the elimination of errors and malfunctions from the software, as well as due to the incorporation of new features that enable the software to operate in a new environment (operating system, network, etc.). Furthermore, new versions may arise due to the incorporation of new capabilities or due to keeping pace with technological developments both in computer hardware and peripherals and in software (operating systems or other products with which the Smallworld software interoperates). New versions also include supplements made available to correct errors in the version current at the time. New versions are provided in the form of an installation program, stored electronically, within one month of the announcement of their release by the developer. • The provision to the Company of detailed presentation and analysis manuals and instructions for using the new features incorporated into the new versions. These manuals accompany the new versions and are provided electronically. • The rectification of any anomaly that may occur in the Smallworld software or other software on the computers on which it is used, provided that the anomaly is due to weaknesses in the Smallworld products that appeared during their proper use and not due to misuse of the software, operating system, or computer. To rectify the aforementioned anomalies, the contractor may, at its discretion, either provide the necessary instructions by telephone, email, or fax to Company personnel, or make an on-site visit, without additional compensation or remuneration. The contractor undertakes to address each aforementioned anomaly with a view to resolving it within two working days. • The provision, by telephone, email, or fax, of advice both on installing new versions and on any intervention necessary for this purpose, and on addressing critical issues and/or malfunctions related to the Smallworld software whenever they arise. Support is provided during working hours. 1.2 Maintenance and support of specialized applications developed for ΑΔΜΗΕ, as well as their supporting sub-applications concerning: 1.2.1 Core Modules Transmission Lines Application Substations Application, which includes the digitization of Single-Line Diagrams Operational Diagram Application depicting the electrical topology of the equipment, Fiber-Optic Network Application Buildings and Land Parcels Real Estate Application 1.2.2 Supporting sub-applications of the core Modules • Isolation-boundary calculation application (dynamic determination-calculation) • Environmental Licensing Application for Substation and Transmission Line projects • Application for issuing Isolation Requests (Emergency and Scheduled) for sections of the System to ΔΛΕΣ • Installed Equipment Report Application • Circuit-outage and performance-indicator calculation application • Geospatial visualization of ΑΔΜΗΕ’s entire fiber-optic network, in combination with the Transmission System, as well as the ability to record the relevant technical characteristics • Analysis of optical fibers into optical circuits, including the geographical visualization function by circuit • Recording and geospatial visualization of associated equipment (optical connectors, ODF, ODS) • Function for detecting available and unavailable optical circuits, as well as the entity using them. 1.3 GIS connectivity application with EAM SAP The maintenance and support specifically includes: • The upgrade of these applications whenever a new version of the Smallworld products becomes available. The upgrade includes modifying the applications so that they are compatible with each new version of the Smallworld products, while incorporating both all application capabilities and all additional capabilities of the new version of the Smallworld products. • The ability to install and use the applications in parallel based both on the previous version of the Smallworld products current at the time and on the new version current at the time, until ΑΔΜΗΕ Α.Ε. decides each time to transition from the previous version to the new version. • The rectification of any anomaly caused in the applications or other software on the computers on which they are used, provided that the anomaly is due to weaknesses in the applications that appeared during their proper use and not due to misuse of the applications, operating system, or computer. • The contractor’s obligation to respond within one week to any request from the Company for the provision of the work. 1.4 Provision of software development services The provision of 40 person-days (PD) of software development work is required, such as improvements, modifications, and extensions to the system applications. The total estimated value of the contract—including the value of the options—amounts to six hundred thousand euros (€600,000.00), excluding VAT, and is broken down as follows: Budget for the subject matter for a period of twenty-four (24) months: €450,000.00 excluding VAT, which constitutes the maximum bid limit for the contractual subject matter. Options: Value of options with a total estimated value of one hundred and fifty thousand euros (€150,000.00), excluding VAT, namely 33.3% of the budget, for: • an increase in the subject matter of the contract, through the award of similar services, namely an increase in the physical–financial scope of the contract, under the same terms and with the corresponding unit prices or percentages, in accordance with the provisions, as applicable, of the Price Tables, and/or • extension of the duration of the contract by up to six (6) months, under the same terms and with the corresponding unit prices or percentages, in accordance with the provisions, as applicable, of the Price Tables.
