Within the implementation of three European Union Recovery Fund Plus (ESF+) projects (hereinafter collectively referred to as the Projects), the Contracting Authority, in cooperation with partner institutions, is developing and piloting a system of instruments for assessing children’s early development needs, which is part of the early preventive support system (APAS) for children. The aim of such a support system is to identify risks to children’s development as early as possible and provide children with the necessary support in a timely manner, thereby reducing the risks of disorders developing and promoting children’s healthy development. During the implementation of the Projects, compliance with personal data protection requirements must be ensured at all stages of data processing, as the Projects involve many different data protection aspects and issues – ranging from testing digital solutions to developing data flows, cross-sectoral cooperation mechanisms, and the practical use of instruments in specialists’ daily work. Likewise, during the implementation of the Projects, the Contracting Authority must also make changes and improvements to the regulatory framework, including Cabinet regulations and laws concerning the processing and protection of personal data. This process requires professional support on data protection issues, ensuring that the developed regulation complies with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, as well as the Personal Data Processing Law. To ensure compliance with these requirements, the Contracting Authority needs to engage a data protection officer who will provide professional support to the Project teams as required.
