Knowledge of Dutch Society (KNM) and the theory component of the Labor Market Participation Module (MAP) for the Helmond-De Peel Labor Market Region. The Helmond-De Peel Labor Market Region encompasses the following municipalities: Municipality of Helmond, Municipality of Geldrop-Mierlo, and the Peel Municipalities Joint Arrangement on behalf of: Municipality of Asten, Municipality of Deurne, Municipality of Gemert-Bakel, Municipality of Laarbeek, and Municipality of Someren. Through this procurement procedure, the contracting authority aims to enable as many persons undergoing civic integration as possible to speak, listen, read, and write at B1 level or higher, or to be self-reliant in Dutch society and have knowledge of Dutch Society (KNM). To participate in Dutch society, it is also important that they acquire theoretical knowledge of the labor market and participation (MAP). The contract is divided into the following lots: Lot 1: B1 Route language lessons (including literacy training), KNM + MAP theory Lot 2: Self-Reliance (Z) Route language lessons (including literacy training), KNM + MAP theory An agreement will be concluded with one (1) service provider per lot. It is possible to submit a tender for both lots. Both lots may be awarded to one service provider. The agreement will be concluded for a period of two (2) years, with the option of two unilateral extensions of one (1) year each, up to a maximum of four (4) years. The agreement commences on 1 January 2026. See the procurement document, including section 2.2.3. The B1 route is the standard civic integration route, aimed at achieving proficiency in Dutch as a Second Language (NT2) at B1 level, in accordance with the Council of Europe’s Common European Framework of Reference for Modern Languages. Within this route, the civic integration obligation is fulfilled by passing a central examination for the examination components Reading, Listening, Writing, and Speaking at B1 level, KNM, and MAP theory, as well as completing the other (decentralized) components (PVT, practical component of MAP) of the civic integration obligation. See the procurement document, including section 2.2.4. The Z route is an intensive route within the civic integration system in which civic integration and participation are closely combined. The objective of this program is for everyone (who does not fit into the education route or B1 route) to learn how to function independently in society. In the Z route, language is learned primarily through practice; self-reliance is the objective. The involvement of volunteers and practical exercises in participants’ own living environments (participation hours) are indispensable in this route; therefore, the Z route will always have a relatively substantial local component.
