A clean city starts with insight into the quality of public space. By systematically measuring this quality, we can specifically manage the efforts for a clean city. The measurements make it possible to assess whether public space meets the established quality standards. By regularly checking the quality, the municipality can proactively respond to a possible deterioration. In this way, it can respond quickly and intervene sooner when the quality declines. In recent years, CROW measurements have been carried out in The Hague. To measure the quality of Cleanliness in public space, measurements must be carried out according to this method established by CROW. This means that, for a reliable sample in the city, approximately 3200 measurement locations (areas measuring 100x100 metres, established by the Municipality of The Hague) must be surveyed per quarter. At the measurement locations, 22 visual measurement scales must be assessed. This means, for example, that at each measurement location, fine litter on paved surfaces and in green areas is examined, as well as, for example, dumped bulky waste or how full a waste bin is. In addition, each quarter, 8 additional visual measurement scales for graffiti and flyposting are included in this regular round.
