Netherlands – Blood-testing reagents – Supply, implementation and maintenance of a validated Total Solution for SCID and SMA screening for multiple laboratories

Neonatal heel prick screening (NHS) is a nationwide screening programme carried out on newborns in the first week after birth. In the Netherlands (European and Caribbean Netherlands), approximately 170,000 newborns receive the heel prick each year. Heel prick screening is the longest-running nationwide screening programme in public healthcare. The analysis of heel prick blood currently provides important information on twenty-seven rare, often hereditary, serious disorders. From 2026, blood testing will be carried out by three screening laboratories, with the RIVM-GZB screening laboratory serving as the reference laboratory. The screening laboratories are responsible for analysing the heel prick blood sample and reporting the result in a timely manner. Since January 2021, all screening laboratories have used, among other things, a Total Solution for SCID screening. From 1 June 2022, SMA was also added to the programme, and the laboratories screen using a multiplex Total Solution that can screen for both SCID and SMA. In addition, there is a possibility that in the coming years it will be decided that screening for X-linked Agammaglobulinemia (XLA) must commence. To ensure uniformity, RIVM has decided to procure the devices (hardware), software, reagents and associated maintenance (preventive, corrective, adaptive), also referred to as the Total Solution, and make them available to the screening laboratories. This Procurement Procedure concerns a contract for the supply, implementation and maintenance of a validated Total Solution for SCID and SMA screening for the screening laboratories. The purpose of this European procurement procedure is to conclude an Agreement with one Contractor, based on the reagent rental principle, whereby the supplier remains the owner of the equipment. The Contractor will be fully responsible for supplying, implementing and continuously making available the Total Solution and for providing related services in accordance with the specifications set out in the Procurement Documents.
