The Swimming Proficiency programme implements the administrative ambition for swimming proficiency as set out in the Swimming Agenda 2025–2028 adopted by the council. In addition to encouraging swimming provision by swimming providers, the Swimming Proficiency programme also provides a specific swimming offering itself. The programme organises, facilitates and pays for swimming lessons in the form of school swimming (swimming for a diploma and continued swimming, various holiday courses and an additional safety net). The objective of this procurement procedure is that, in the future, swimming schools will be able to carry out part of the school swimming assignment through framework contracts. Swimming schools can then provide swimming lessons in the above three forms on behalf of the Swimming Proficiency programme. Classroom-based school swimming means providing swimming lessons in a classroom setting to children from BO, SO, SBO, VO (practical education and newcomers) and VSO, and for BO this includes newcomer classes. Classroom-based school swimming comprises: weekly swimming for a diploma (36 weeks) and weekly continued swimming (a block of 6 weeks). For the swimming provider, classroom-based school swimming focuses primarily on providing the in-water part of swimming lessons: standing at the poolside, keeping records of participants’ attendance and performance, and ultimately sharing these data with the municipality in a manner determined by the municipality. Work is currently underway on an automated system through which such data will eventually be uploaded automatically by the various swimming providers involved. For classroom-based school swimming, school registrations, school timetabling, scheduling swimming lessons at the swimming pool, organising bus transport, and other daily management and administrative tasks are handled by the municipality. Providing swimming lessons during the summer holidays and through the additional safety net means providing swimming lessons to children without and with disabilities, as well as children with other care needs (for example, older children/newcomers/particularly vulnerable girls). Schools are not involved in these two forms of lessons, and registration is individual, with parental involvement. For these two forms of lessons, the swimming provider’s activities extend beyond the in-water part to the out-of-water part. The activities within this part of the assignment are therefore more extensive. Once a child has been placed in a particular lesson, the swimming provider, so to speak, takes over this registration/application from the municipality. In addition to the in-water part, the swimming provider is then also responsible for the out-of-water part of providing swimming lessons: the daily administration and management. This includes sending registration confirmations/invitations for the first swimming lesson, handling daily questions and requests from parents or other parties involved, processing cancellations, et cetera. The swimming provider then has a first-line function here. The municipality is involved only in the event of incidents or when a participant’s unauthorised absence exceeds a certain threshold. The activities within this second lot are more extensive than those within the first lot because additional ‘out-of-water’ administrative activities are involved.
