The objective of the present procurement procedure is to contract three consultancy firms to provide real estate-related engineering services. The framework agreements to be concluded for this purpose must provide the right balance between efficiency on the one hand and lawfulness and compliance with municipal policy objectives on the other. The primary consideration is that the municipality must be able to procure high-quality services under the right conditions that meet its specific needs. The total expected contract value for real estate-related engineering services is estimated at 600,000 Euro per year. This is a general estimate because annual purchases may fluctuate significantly and depend on developments that may or may not occur. The amounts stated are not guarantees. The municipality is increasingly acting as the directing authority when it comes to engineering services. This means that it focuses more on the (final) result and is itself less actively involved in implementation. For tasks that the municipality outsources, it seeks partners who are specialists in their field and who have sufficient capacity to provide the requested services. The total expected contract value for real estate-related engineering services is estimated at 600,000 Euro per year. This is a general estimate because annual purchases may fluctuate significantly and depend on developments that may or may not occur. The amounts stated are not guarantees. No rights may be derived from the amounts stated. Based on case law (judgment ECLI:EU:C:2018:1034), the municipality is also required to include a maximum turnover in the agreement.
