The city of The Hague is growing. More and more people are coming to The Hague to live, work and enjoy themselves. This means that more people will be travelling and the city will become increasingly busy. The Hague is already the most densely populated city in the Netherlands. To keep the city accessible, liveable and traffic-safe in the future, the municipality, the Rotterdam The Hague Metropolitan Region (MRDH) and HTM Personenvervoer (HTM) are investing in new, accessible and more sustainable trams, and the infrastructure for these trams and the surrounding public space are being adapted. To this end, the multi-year New Tram Inflow for The Hague Region Programme (INTHR) has been launched through cooperation between MRDH, HTM and the municipality of The Hague. Commissioning within the programme is carried out on behalf of the three parties, with the municipality of The Hague acting as lead party for the Procurement Procedure, contracting and implementation of the assignment. Within the programme, HTM acts as the municipality's rail-technical and transport adviser on behalf of MRDH. In the coming years, the INTHR programme includes plans to renew the public transport infrastructure of the current tram lines 6 and 12. In these projects, the tracks and tram platforms, among other things, must be adapted for the introduction of new tram rolling stock. Where the track is replaced, consideration is simultaneously given to whether traffic and cycling safety on the street can be improved, where the sewer system needs to be replaced, where traffic control installations have reached the end of their service life, where road maintenance must take place and/or where the public space can be made greener. In this way, the municipality fulfils its public duty: taking care of the public space in the city. The Contracting Authorities of the INTHR Programme are seeking multi-year cooperation in which Contractors, as cooperation partners, can integrally carry out the work on public transport infrastructure and the necessary redesigns of the surrounding public space. For this purpose, the Contracting Authorities wish to conclude a cooperation agreement for two lots. A Cooperation Agreement will be concluded with one contractor for each lot. The emphasis of the Cooperation Agreement(s) is on cooperation, working together and cohesion in order to implement these inner-city public transport infrastructure assignments within the administratively established frameworks and with limited disruption to the surrounding area. Objectives The main objective of the Cooperation Agreement is to create better and higher-quality public transport infrastructure by, among other things, adapting public space and making the route sections suitable for new tram rolling stock. Additional objectives are: 1. Achieving quality improvements in the public space. Interventions in the public space will be carried out simultaneously with the adaptation of the rail infrastructure; 2. Limiting disruption to the surrounding area: work by the municipality and cooperation partners will be combined as much as possible to limit disruption during implementation; 3. Achieving a quality improvement in the accessibility of the tram system in compliance with the applicable laws and regulations. The quality improvement will be achieved by improving the safety and quality of the stops at the same time as integrating the low-floor trams. Lot 1: Sub-project Line 6ST, consisting of route sections 6A, 6B and 6HP (Hobbemaplein) The work on Sub-project Line 6ST concerns work in the Schilderswijk and Transvaal (ST) districts. Sub-project Line 6ST arose from the merger of three route sections: Route section 6A: from Dierenselaan – Steijnlaan and the southern part of Paul Krugerlaan; Route section 6B: Brouwersgracht – Om en Bij – Hobbemastraat between Om en Bij and Vaillantlaan – Paletplein; Hobbemaplein route section: Hobbemaplein, Hobbemastraat and Delftselaan; The three route sections have physical interfaces and are dependent on and interwoven with one another in terms of phasing and planning. Special attention is given to replacing a retaining wall and a quay wall in route section 6B. Implementation of the entire 6ST sub-project is scheduled for 2027. Lot 1: Sub-project Line 12B Sub-project 12B runs from Laan van Meerdervoort to Edisonstraat and Beeklaan up to Paul Krugerplein. Implementation of this sub-project is scheduled for mid-2028. For Sub-project Line 12B, standard RAW specifications will be provided during the implementation of Sub-project Line 6ST. A detailed description of the main activities and the approved preliminary design for Sub-project 12B have been added as part of Annex 3. The Agreement also provides for the possibility that the Contracting Authority may decide not to implement Sub-project Line 12B. Lot 2: Sub-project Line 6C Sub-project Line 6C concerns the route section from Laan van Nieuw Oost-Indië to Monseigneur van Steelaan in Voorburg. Implementation of the sub-project is intended to take place simultaneously with the implementation of Sub-project Line 6ST (2027) in connection with the permitted suspension of tram services. Lot 2: Sub-project Line 12A Implementation of the work for Sub-project Line 12A is scheduled for mid-2028. Route section 12A runs from Markenseplein to Laan van Meerdervoort through the Bomen- en Bloemenbuurt, Vogelwijk and Duindorp districts. For Sub-project Line 12A, standard RAW specifications will be provided during the implementation of Sub-project Line 6C. A detailed description of the main activities and the approved preliminary design for Sub-project 12A have been added as part of Annex 3. The Agreement also provides for the possibility that the Contracting Authority may decide not to implement Sub-project Line 12A. Procedure: open. Estimated value: 58,500,000 EUR.
