General information Contracting authority The National Institute for Public Health and the Environment (RIVM) is an agency of the Ministry of Health, Welfare and Sport (VWS). Through research, implementation and support, RIVM promotes public health and a clean and safe living environment. The institute’s core tasks include policy support for the government. These services are carried out in both national and international contexts. RIVM consists of around thirty units, usually laboratories, teams or centres with a specific research task. The Environment & Safety (M&V) domain develops knowledge and expertise and advises public authorities on a safe and healthy living environment. For example, this domain monitors the quality of air, water and soil. It also takes measurements after an accident or disaster in which potentially hazardous substances are released. It investigates various forms of radiation, such as radioactive substances, light sources, high-voltage power lines and mobile phones. It also investigates the effects of environmental factors on health, such as air pollution or noise nuisance. M&V also conducts research into perception and behaviour. As part of the M&V domain, the Centre for Environmental Quality (MIL) maps the quality of the physical environment. Background and purpose of the procurement procedure The framework agreement with the current supplier, which at the time resulted from the European procurement procedure AERIUS 2022 with Negometrix tender number 200092, dates from November 2022 and expires on 14 November 2026. A new agreement for support for nitrogen advice and information systems 2027 must be put out to tender. This new Framework Agreement must commence on 1 January 2027. The purpose of this European procurement procedure is to conclude a new Framework Agreement between RIVM and one (Consortium of) Contractor(s) for providing Environmental Engineering expertise and deploying MIL’s nitrogen information systems, as well as hosting, management and maintenance of the associated ICT in accordance with the description in this Descriptive Document and the Annexes. https://www.rivm.nl/contact/zakendoen-met-rivm Procedure: open.
