Experiences of other municipalities have shown that only one insurer, Mandatis B.V. trading as Melior Verzekeringen, is willing to tender for a municipal liability insurance policy with a value above the European procurement threshold. As a result, competition is effectively impossible. Article 2.32, first paragraph, subparagraph b, of the Public Procurement Act 2012 stipulates that the negotiated procedure without prior publication may be applied if, for technical reasons, the contract can be awarded only to one economic operator. The municipality of Goes therefore intends to award the contract directly to Mandatis B.V. trading as Melior Verzekeringen. The municipality of Goes announces this intention in advance by means of this voluntary transparency notice and observes a standstill period of twenty calendar days. If no well-founded objection is made within this period, the municipality will proceed to conclude the agreement with Mandatis. The policy has a fixed term of 3 years. The policy has an extension option of 2 x 1 year.
